At present, total number of beneficiaries under these three components as on 1.1.2013 is 4.85 Lakh In the meantime, complaints are being received from different corners that in certain cases the BPL ID of an identified BPL household is being used by a non- BPL person for getting him/her enrolled as a NSAP beneficiary. Application on age tampering in the Urban Legacy Database has also been received, where an under-aged person is being shown to be a beneficiary. Names of dead beneficiaries, migrated beneficiaries and those getting pension from other schemes, still exist in the database despite all out effort to weed out the ineligible beneficiaries. In order to prepare an error free comprehensive beneficiary list of NSAP Scheme Urban Legacy Data of all the eligible beneficiaries as per revised eligibility criteria with respect to 1.1.2014 , the following steps are required to be taken by the ULB : Commissioner/ Joint Municipal Commissioner/Secretary in case of Corporation and Executive Officer / Finance Officer (in absence of Executive Officer) and Office Superintendent/ Head Clerk (in absence of Executive officer & Finance Officer) in case of Municipality/N.A.A will act as the Nodal Officer for the entire verification process. Officer/(s) to be nominated by the NODAL OFFICER will physically verify all the existing beneficiary of the approved beneficiary list as on 1.1.2013 as well as newly identified beneficiaries. Documents like EPIC Card/Birth Certificate / School Leaving Certificate/Horoscope/ AADHAAR Number/ Ration Card Number should be checked at the time of such verification. The Officer/(s) will identify those beneficiaries who have died / migrated and note the date of death/migration and verify supporting documents, as available. The Officer/(s) will also be required to verify whether any existing beneficiary is receiving pension under any other pension scheme of Govt. of West Bengal. During field verification, special care to be taken to identify widow/ disability status of IGNOAPS beneficiaries within the age group 60-79 years. Lack of this particular information is likely to deprive a genuine beneficiary of their benefit because the amount of widow and disability pension has been increased. To facilitate the verification process, a standard format has been designed, Information as required in FORMAT-A can also be generated from the Urban Legacy Database for verification. A list of probable duplicate names, if any, is to be prepared from Urban Legacy Data FORMAT-B. A reasoned order has to be passed by the concerned Officer before deleting any such name from the list after giving due opportunity of being heard to the concerned person. All such deletions are to be given effect in the Urban Legacy Data. These information can be gathered from legacy data These information can be gathered from legacy data These information can be gathered from legacy data • On the basis of report received in Format A & B , the Commissioner/Executive Officer shall then take all necessary steps for submission of Legacy Database in Soft Copy with a copy of supporting resolution of BOC, Universal Coverage Certificate latest by 27th October,2014 positively to SUDA for onward transmission to P&RD Deptt • After field verification, necessary correction and inclusion of newly identified beneficiaries as on 1.1.2014 for all the three Pension Schemes under NSAP needs to incorporated strictly using the Software in MS-EXCEL (Template designed by Govt. of India) •Urban Legacy Database must contain the following Information State District ULB Name Ward No First name Fathers/ Husband name Full Address BPL Survey Year ( 2014 for newly identified beneficiaries ) BPL family ID Gender ( “M”for Male , “F” for Female) Age Date of Birth Caste Category (GEN/SC/ST/OBC/MIN) Minority Status ( Y/N ) Disbursement Mode ( 1 for Bank, 2 for Post Office, 3 for Money Order) Type of Bank ( Commercial, Cooperative, Rural, Private) Bank/Post office Name Bank branch name Bank/Post Office Account No. Disbursement upto ( by default its value is 31/3/2009 for newly identified beneficiaries) EPIC No. Ration Card No. Mobile No : UID/Aadhaar Number : Disability Code & disability percentage (applicable only for IGNDPS) District : Bankura Report : Contingency BANKURA BISHNUPUR No. of Beneficiaries 8713 2978 SONAMUKHI 2188 ULBS Name District : Purulia 2013-14 2014-15 183958 75685 771597 263723 61851 193762 Report : Contingency JHALDA PURULIA 1161 3691 29236 88295 102339 326864 RAGHUNATHPUR 1448 35515 128231 District : Purba Midnapore Report : Contingency CONTAI 4084 103884 361667 EGRA 2255 57914 199696 HALDIA 4880 106544 432158 PANSKURA 3272 66906 222853 TAMLUK 4104 104469 362969 District : Paschim Midnapore Report : Contingency ULBS Name CHANDRAKONA GHATAL JHARGRAM KHARAGPUR No. of Beneficiaries 1649 4862 2344 10991 2013-14 41979 112875 53285 273849 2014-15 146031 430564 154293 699481 KHARAR KHIRPAI MIDNAPORE RAMJIBANPUR 983 885 6235 984 19633 24874 155280 25273 87052 78373 396873 87140 District : Birbhum Report : Contingency BOLPUR 4809 109843 425871 DUBRAJPUR 2906 91646 257347 NALHATI 2348 60761 207932 RAMPURHAT 5413 122905 477859 SAINTHIA 3147 82708 278689 SURI ** 4564 142138 404174 District : Bardhaman Report : Contingency ULBS Name No. of Beneficiaries 2013-14 2014-15 ASANSOL MC 15523 307421 1374671 BURDWAN 8058 194945 518648 DAINHAT 1598 46555 103314 DURGAPUR MC 6766 194333 599144 GUSHKARA 2019 54429 178797 JAMURIA 5390 99814 477322 KALNA 2663 57861 235827 KATWA 1679 44134 128687 KULTI 7901 128757 699689 MEMARI 1304 32136 115478 RANIGANJ 2758 59883 214357 District : Cooch Behar Report : Contingency COOCH BEHAR No. of Beneficiaries 2117 DINHATA 2087 55653 129166 HALDIBARI 680 17797 60219 MATHABHANGA 502 11147 44456 MEKLIGANJ 455 12450 27843 TUFANGANJ 969 27028 85812 ULBS Name District : Jalpaiguri 2013-14 2014-15 56478 187475 Report : Contingency DHUPGURI 3400 65390 235704 JALPAIGURI 5569 145889 411785 MAL 1130 32987 67082 District : Alipurduar ALIPURDUAR Report : Contingency 5076 118196 449515 District : Darjeeling Report : Contingency ULBS Name No. of Beneficiaries 2013-14 2014-15 DARJEELING 1998 42086 134851 KALIMPONG 760 17212 67303 KURSEONG 406 11067 35954 MIRIK ** 383 12078 33917 6867 169167 608121 Report : Contingency BALURGHAT 2741 69752 242735 GANGARAMPUR 2139 54083 149340 SILIGURI MC District : Dakshin Dinajpur District : Uttar Dinajpur Report : Contingency DALKHOLA 1794 46821 158871 ISLAMPUR KALIAGANJ RAIGANJ 1953 3585 7002 56132 82841 169992 172952 317477 620076 District : Malda Report : Contingency ULBS Name No. of Beneficiaries 2013-14 2014-15 ENGLISHBAZAR 7527 159377 666569 OLD MALDA 2998 73557 265494 District : Murshidabad Report : Contingency BELDANGA 1436 41820 85348 BERHAMPORE 6697 190662 593066 DHULIYAN 10749 200319 939791 JANGIPUR 5362 128491 468517 JIAGANJ AZIMGANJ 6240 149773 552596 KANDI 3520 93908 311721 MURSHIDABAD 4092 83107 362375 District : Howrah Report : Contingency ULBS Name No. of Beneficiaries 2013-14 2014-15 BALLY 2299 57462 157435 HOWRAH MC 4046 115589 310202 ULUBERIA 14830 260867 1282115 District : Kolkata Report : Contingency ULBS Name No. of Beneficiaries 2013-14 2014-15 KOLKATA MC 31049 922264 2749607 Fund released electronically in favour of Municipalities / N.A.A. / Corporations as contingency towards administrative expenses for implementation of NSAP which may be incurred on the following activities Information, Education and Communication – awareness generation activities viz. preparation and dissemination of IEC material, community mobilization, use of media, printing of application forms of schemes under NSAP, Household contact campaigns.
