European Neigbourhood Policy
ENP/ENPI
 The European Neighbourhood Policy (ENP) is a broad
political strategy with the ambitious objective of
strengthening the prosperity, stability and security of
Europe's neighbourhood in order to avoid any dividing
lines between the enlarged EU and its direct neighbours.
 The European Neighbourhood and Partnership
Instrument (ENPI) is the financial instrument which
supports the ENP through concrete assistance actions.

ENP – objectives
The main EU foreign policy priority and a privileged
partnership. Objectives:
 To promote prosperity by supporting our neighbours’
economic reform processes and offering significant
economic integration;
 To advance freedom and democracy by deepening
political cooperation, on the basis of shared values and
common interests;
 To promote security and stability by working with
together to address development, environment, nonproliferation and counter-terrorism issues.

ENP - Institutional Twinning
Political context
EuropeAid
The Twinning instrument is a cooperation tool between a
public administration in the Beneficiary Country and the
equivalent institution in an EU Member State in order to
approximate to the EU acquis.
Twinning is a demand and policy driven instrument, granted
according to the Beneficiary Country’s ambitions, ownership
and absorption capacity.
The ENP, though different from the enlargement, it does not
prejudge the future evolution of their relationship with the EU
(accession).
Peer-to-peer cooperation. It is about public expertise, and not
TA.

Joint Declaration of the Prague EaP Summit,
7 May 2009:
 EaP goal: accelerate political association and further
economic integration
• Bilateral cooperation under the EaP should provide the
foundation for Association Agreements (AAs) between the
EU and those partner countries willing and able to comply
with resulting commitments
• AAs will provide for the establishment or the objective of
establishing deep and comprehensive free trade areas
• Comprehensive Institution Building Programmes to be
developed individually with each partner country in order
to improve their administrative capacity, including through
training, technical assistance and any other appropriate
measures.
CIB concept and value added
EuropeAid
CIB = EaP framework jointly developed and implemented with the
partner country to ensure effective institution building of a limited
number of core institutions which are central in preparing the
ground for and implementing future agreements (AAs, DCFTAs).
 Additional financial resources: €173 million for EaP partners in
2011-2013
 a closer link between institution-building and bilateral reform
dialogue and agreements
 a more structured mid-term approach to institution building
 closer cooperation between EaP partners, European Commission,
EU Member States and other donors

The Twinning instrument remains an essential method of
supporting capacity building efforts of Partner Countries.
Activation of the Administrative Internships in EUMS
arrangements under Twinning in order to reinforce structural links
between respective administrations so as to enhance transfer of
know-how.
Systematic use of a capacity development measure for Partner
Country officials through dedicated EUMS training institutions
delivering specialised training programmes in AA and DCFTA
relevant topics.

along the project cycle
Call for Proposals - Information
TWG News, published on the EuropeAid website at quarterly
intervals: presentation of the twinning pipeline.
 The MS National Contact Points (NCP) are the privileged
interlocutors in the MS.
PAO/EUD: valuable relationship with MS representations on the
spot.
Any fact-finding mission can not distort fair competition nor
influence the award decision. Transparent mechanism to share the
results with all 27.

 Project fiche = baseline.
The MS should suggest improvements and underline added-value.
To avoid inclusion of private sector experts
 Link with the MS Administration must be assured
 No use of mandated bodies as umbrella organisations
>6 months contract - retired officials <2 years
NCP confirms the accurateness of the MS proposals and the
eligibility of experts

TWG contract – Negotiation
 Holding meetings between the partners on-site improves the
quality of projects and speeds up the negotiation phase
(accompanied EUD/PAO)
 The contract must be in line with the Project Fiche and highlight
the MS’ particular added-value
 In order to avoid that the negotiation of the contract turns into
the re-definition of a different project
 Standard 6 months clause

TWG project - Sustainability
To include a roadmap (exit strategy, phase-out) in the
final report.
The pending procedures and the use of the project
results.
Elements of sustainability put in place.
The PAO should have an active role in monitoring
regulation/legislative processes initiated with the TWG.

TWG project – Evaluation
 External Evaluation: EuropeAid launched the
first TWG instrument in ENP region.
It will be ready in June 2011
