The MGLEE Project
The MGLEE is a six-mile, dual track light rail transit
system extending the Pasadena Gold Line from Union
Station to East Los Angeles. This $898 million project
consists of elevated guide way, at-grade segments,
1.7 miles of twin tunnels, 2 portals, 6 at-grade stations
and 2 underground stations.
MGLEE Alignment
MGLEE Time Line
 Project was initiated in 2001
• Environmental & Preliminary Engineering phase
 Final design and contract packaging in 2003
 Construction contracts awarded in 2004
 Construction currently more than 50% complete
 Revenue Operating Date is December of 2009
Project Quality Program Requirements
 Origins in FTA QA/QC Guidelines
 Design/Bid/Build - Tunnels & Station/Portal Excavations
• Traditional 16 element prescriptive program
• Used on prior LACMTA projects with success
• Metro wished to maintain direct control of tunneling
operations
 Design/Build – At grade, stations, track work & systems
• Design-Builder to develop/implement a program consistent
with Metro program requirements
• Use of an existing program tailored to project requirements
acceptable

Enhanced effectiveness
Unbiased & independent assessment
Coupled to Site/Issue Familiarity
Minimizes “adversarial” interaction
Reduced administrative load
Fewer findings/faster resolution
Minimizes staff needs
Project Oversight and Surveillance
Surveillance
 Construction
• Multiple daily site visits
• Keyed to 3 week look-ahead schedule
• In accordance with:
 Approved plans and submittals
 Approved construction work plans (CWP’s)
• Weekly Surveillance Reports to project
management
 Includes multiple color digital photographs of work in
progress
Surveillance Report
 Weekly Surveillance Reports
of Work-in-Process
• Also used for offsite
subcontracted work/materials
 Provided to Project
Management and affected
parties
 Consistent summary of
requirements and work
compliance to approved
submittals

 Documents changing status
of issues and contractor
actions
• “Daily Diary” approach
 Color digital photographs
• Helps reader translate
narrative into
understandable images
 Permanent electronic record
of work progress
Project Oversight & Surveillance
Verification Test Plan
 Verifies accuracy & effectiveness of
Contractor test program & results
 Performed by labs under contract to
LACMTA
 Testing to coincide with contractor’s or
thereafter
 Performed at RE/PQM discretion & per
plan

Summary
 An experienced, quality-minded Contractor is key
 Place focus on “the few” vs. “the many”
 No substitute for interpersonal relationships
• Partnering
• Co-location
 Benefits:
•
•
•
•
High level of compliance
Eliminate adversarial interactions
Reduced administrative workload
Minimized staffing
