EIDHR: Objectives
General Objective
To strengthen the role of civil society in promoting human rights
and democratic reforms in Egypt
Specific Objective
To support civil society in Egypt in working on human and
democratisation, so as to:
i) Pursue common agendas for human rights and democratic
reform
ii) Build towards consensus on disputed or controversial areas
of policy
iii) Enhance the inclusiveness and pluralism of civil society
iv) Support the implementation of EU guidelines on human `
rights at local level
EIDHR: Priorities
1. Strengthen the role played by Civil Society Organisations (CSOs) in
Egypt's democratic transition and their ability to engage in a constructive
dialogue with a broad range of stakeholders on key human rights issues,
including security sector reform
2. Strengthen the role of the press and promote freedom and independence
of the media
3. Advance the rights and living conditions of vulnerable groups, including
marginalised women, children and persons with disabilities
4. Promote tolerance, pluralism and intercultural dialogue within Egyptian
society
5. Combat torture and improve pre-detention and detention conditions
A balance between actions targeting rural and urban communities will be
sought. Special attention will be paid to actions targeting deprived and
remote areas.
All proposals must be based on a sound needs assessment and
stakeholders' analysis.
EIDHR: Eligibility of actions
What is an action?
An action is a self-contained operation built on a coherent set
of activities with clearly defined operational objectives, target
groups and planned, tangible results, within a limited
timeframe. It should be designed in response to the situation
in Egypt and to the specific needs of the target groups
identified in the action.

Between 12 and 36 months
Geographical coverage
Actions must take place in Egypt
Actions must contribute to one of the priorities of the Call
(see section 1.2.1 of the Guidelines)
EIDHR: Budget & size of grants
 Budget available:

EIDHR: Indicative Activities
Actions can include a mix of activities, such as:
 Monitoring and reporting on human rights issues and policies
 Studies, evaluations and research activities as part of a wider
range of activities
 Organisation of meetings and events to build cohesion and
dialogue among different stakeholders
 Coordination and networking activities
 Advocacy and lobbying
 Capacity building, trainings and educational activities
 Legal and other support to victims of human rights violations
 Public information and awareness raising activities such as
conferences, seminars, workshops, media announcements and
programmes, etc, about specific human rights issues.

EIDHR: Activities
 Sub-granting
The applicant may propose awarding sub-grants to third parties in
order to support the achievement of the objectives of the action
However, sub-granting may not be the main purpose of the action
and it must be duly justified
The maximum amount of a sub-grant is limited to EUR 10.000 per
third party while the total amount which can be awarded as subgrants to third parties is limited to EUR 100.000

In order to be eligible for a grant, applicants must:

be legal persons and

be non profit making and
•
be civil society organisations, including non-governmental nonprofit organisations, community-based organisations and independent
political foundations, and networks thereof at local, national, regional
and international level and
•
be nationals of Egypt, a Member State of the EU in an
accession or official candidate country as recognized by the
European Union, or in a Member State of the European Economic Area
•
be directly responsible for the preparation and management of the
action with their partners, not acting as an intermediary.

Potential applicants may not participate in calls for proposals or be
awarded grants if they are in any of the situations which are listed
in Section 2.3.3 of the Practical Guide to contract procedures for EU
external actions.
In Part A, section 3 of the grant application form (“Declaration by
the applicant”), applicants must declare that they do not fall into
any of these situations.
Non-State Actors: Objectives
General Objective
To advance the development of poverty alleviation and local
development strategies and actions, in particular in deprived
areas of Egypt
Specific Objectives
1. To benefit populations out of reach of mainstream services
and resources and excluded from policy making processes
2. To strengthen the capacity of Non-State Actors in Egypt to
participate in defining sustainable development strategies
and in implementing actions aiming at poverty reduction
Non-State Actors: Priorities
1.
Strengthen the capacity of NSA to develop and implement
inclusive local development strategies and programs that seek to
combat poverty and unemployment at the community level
2.
Promote social and economic justice at the local level, including the
promotion of training and employment opportunities and the
promotion of dialogue between different stakeholders around social
and economic issues;
3.
Support the empowerment of marginalised youth so that they can
engage and participate actively in the decision making and
development of their communities;
4.
Advance the rights and living conditions of vulnerable groups,
including marginalised women, children and disabled persons.

Non-State Actors: Activities

Capacity building of NSA, especially in the fields of advocacy and
monitoring of public policy making and implementation at the local level

Institutional and technical support to Non-State Actors (internal
governance, dialogue, strengthening of implementation and networking
capacities etc.)

Innovative approaches of Non-State Actors in the provision of social and
other services (notably in the field of economic as well as rural and urban
development)

Activities aimed at preparing youth for the work place, creating and/or
finding jobs for marginalised people

Trainings and educational activities for marginalised groups with a view to
facilitating access to employment

Awareness raising and policy research (data gathering etc.) aimed at a
better formulation, implementation and evaluation of development policies
at all levels

Organisation of meetings and events to build cohesion and dialogue
among different stakeholders at the community and local level

Coordination and networking activities at the local level

Non-State Actors: Activities

Sub-granting

Microfinance/microcredit initiatives
Micro-credit/micro-finance activities are allowed under this call only.
Additional conditions will be applied to actions in the field of
microfinance which can be found in Annex I.

Bringing contemporary arts to marginalised areas: creation of
collaborative initiatives involving local communities contributing to
sustainable development and bringing forward the importance of
culture
Bringing the arts to the core of everyday life in governorates with
limited access to culture – locally produce artistic productions with the
participation of prominent artists, new talents and local communities
Promoting mobility of art and artists through the country and
internationally by means of residences, setting up of joint travelling
exhibitions, etc in the context of wider operations – especially taking
into consideration new talents
Creating innovative cultural productions – from the preparation of
workshops or any other preparatory activities for the conception of the
artistic works, to their production, exhibition and further dissemination

Capacity-building activities aiming at the reinforcement of the
management capacities of important cultural operations (in terms of
size, scope and relevance), which could include the financing of a
pilot international scheme or Egyptian nation-wide operations
Foster sustainable development of traditional art forms and
handicrafts

Between 10 and 15 months

Geographical coverage
Actions must take place in Egypt
Activities can exceptionally take place out of Egypt, provided that:

The activity is of minor importance within the context of the overall action
•
It is necessary for the good development and visibility of the activities taking
place in Egypt. Indicative examples are: residency / mobility schemes for artists
(provided that equal opportunities to all are provided), training, promotion
events, touring, etc
•
The budget allocated to it does not exceed 20% of the budget
Actions must contribute to one of the priorities mentioned in section 1.2.1 of the
Guidelines.

Culture – Who can apply?

be legally registered in Egypt at the moment of submission of the
application
•
be directly responsible for the preparation and management of the
action with their partners, not acting as an intermediary
•
be established in a Member State of the European Union or in any
of the following countries:

Neighbourhood Policy Instrument

A Member State of EEA: Iceland, Lichtenstein or Norway

Croatia, the former Yugoslav Republic of Macedonia, Turkey,
Albania, Bosnia and Herzegovina, Montenegro, Serbia, including
Kosovo

Or be an international organisation
PARTNER/S
The obligation of registration does not apply to international
organisations or to diplomatic missions and/or cultural centres
(that are integral part of the diplomatic missions or covered by
them) or the Ministries of Foreign Affairs of European Union
Member States.
PARTNERS: Who are they?
Partners participate in designing and implementing the action,
and the costs they incur are eligible in the same way as those
incurred by the grant beneficiary
They must therefore satisfy the eligibility criteria as applicable
on the grant beneficiary himself
Egyptian applicants may act individually or with partner
organisations under the three Calls
Non-Egyptian applicants must have an Egyptian partner if
applying to the EIDHR or the NSA Calls !!!!
Associates, Contractors, Sub-grantees
ASSOCIATES
Other organisations may be involved in the action. Such associates play a real role
in the action but may not receive funding from the grant with the exception of per
diem or travel costs. Associates do not have to meet the eligibility criteria referred
to in section 2.1.1.
CONTRACTORS
The grant beneficiaries have the possibility to award contracts. Contractors are
neither partners nor associates, and are subject to the procurement rules set out in
Annex IV to the standard grant contract.
SUB-GRANTEES
The grant beneficiaries may award financial support (sub-grants) to third entities
(the sub-grantees). Sub-grantees are neither partners nor associates nor
contractors. Sub-grantees are subject to the nationality and origin rules set out in
Annex IV to the standard grant contract.
They do not need to be identified at the Concept Note stage.
They do not have to meet the Call’s eligibility criteria.

Applicants will only submit an estimate of the overall costs of the
Action with the Concept Note
If shortlisted ,the applicant will be requested to submit a detailed
budget with the Full Proposal. The EU contribution must not vary
more than 20 % of the original estimate in the Concept Note.
The Budget needs to be expressed in EUR.
Co-financing : the part of the budget non covered by the EU should
be born by the applicant or covered by sources other than the EU
budget or European Development Fund
All the necessary expenditure for the completion of the activities
must be foreseen in the total estimated budget. PREPARE THE
ESTIMATE VERY CAREFULLY!!!

The statutes or articles of association of the applicant organisation
and of each partner organisation. This obligation does not apply to
international organisations which have signed a framework
agreement with the European Commission.

Copy of the applicant’s latest accounts (the profit and loss account
and the balance sheet for the previous financial year for which the
accounts have been closed) .
3.
Legal entity sheet (see annex D of the Guidelines) duly completed
and signed by the applicant, accompanied by the justifying
documents which are requested therein.

A financial identification form conforming to the model attached as
Annex E of the Guidelines, certified by the bank to which the
payments will be made.
