What is SONS?
NCP Language at 40 CFR 300.323 - Spills of national significance.
(a)
[EPA Administrator or Coast Guard Commandant may delcare]
(b)
[EPA Administrator procedures to declare a SONS]
(c) For a SONS in the coastal zone, the USCG
Commandant may name a National Incident
Commander (NIC) who will assume the role of the OSC
in communicating with affected parties and the public,
and coordinating federal, state, local, and international
resources at the national level.
This strategic coordination will involve, as appropriate,
the NRT, RRT(s), the Governor(s) of affected state(s),
and the mayor(s) or other chief executive(s) of local
government(s).

SONS Declaration Factors
 A SONS is the rare catastrophic spill which exceeds
response capabilities at the local and regional levels.
 Possible criteria:
 Multiple COTP Zones, districts, or nations affected
 Significant and widespread public health, welfare, environment,
or economic impacts
 Protracted discharge or cleanup period
 Significant public concern and demand for action
 Actual or potential high level of political or media interest

Background – SONS 2010
 High visibility: SONS is a Tier II of the National Exercise Program
 One of 2-3 Annual Tier II (including DOD), single annual Tier I
 Focus on federal strategy and policy at national level
 Exercise planning and execution placed on and subject to
National Exercise Program calendar.

 Straight National Response System scenario
 Largely US focused. We will have Canadian play and
involvement, but this is not principally a joint response.
 NNE selected and only playing venue, e.g. full scale PREP
 Other impact areas such as Sectors Boston, Southeast NE will
be simulated although there may be opportunity for contribution
to simulation.
