BLM Policy Updates
•2011 BLM National Aviation Plan (NAP)
Tentative release date – early March
Emphasis on utilization of BLM Exclusive Use contract
aircraft to increase efficiency and effectiveness
 All Resource helicopter Managers meet IHOG Chpt. 2
requirements, not IAT requirements

BLM Aviation Program Updates
•BLM Financial system converted to Financial Business
Management Systems (FBMS).
 Charge code strings now up to 38 characters long.
New AMD-23E (Electronic) for utilization in AMS coming
soon.

•Aviation Management System (AMS)
 Internet based aviation payment system for DOI.
 Electronic entry system of both Fleet and Non-Fleet (Vendor)
aircraft usage reports. Contractor required to enter/confirm
data.
 Built in query and reporting engine allows reporting on
anything entered from AMD-23s.
 Major implementation issues in 2010
IBs to be issued in the spring of 2011 communicating changes
to AMS process & Procedures

 Continued platform performance upgrades
 T-3 Target specs: 970 Lbs HOGE @25c &7,000
 9 type II (4 in Fairbanks, Apple Valley, Twin Falls, Boise, Burns
and Lakeview)
14 type III (3-AS350B3, 4-AS350B2, 3-BHT 206L4, 2-AS350BA & 2B407)
•5 Cargo Letdown programs this year
Ely, Tooele, Rifle, Moab, Lakeview,.
•FY 2010 EU helicopter fleet flew 5,921 hrs. (Includes AK EU Resource
Flight data)
 434 IA
 2 Million Gallons Suppressants delivered
 15,476 Passengers
•BLM Aviation Leadership Development Program
Intent is to build aviation management expertise at the field office
level. 2 year program
Interest announcement should be advertised late spring of 2011

•All severity aviation resources including Exclusive Use contract
extensions to be executed using the existing request for severity funding
process.
•Variable Term SEAT will not be available this field season. SEATs will be
available on the On-Call contract.
•DOI On CALL (CWN) T-3 Helicopters. 2011 Contract.

C-16 Project Requirements: CO can negotiate pricing.

C20.1.1: “Ordering entity is responsible for conduction, documenting
in writing and submitting to the CO individual project cost
