MISO Formed
• MISO OATT in effect (expected 2/1/2002).
– Under MISO OATT existing Cinergy interfaces within MISO East
disappear (contractual obligations at those interfaces cannot be
satisfied)
– Interfaces between Cinergy System and adjoining non-MISO
utility systems remain (contractual obligations at these interfaces
can continue to be satisfied.)
• Interfaces retained are DPL, AEP, NIPSCO, EKPC, Ameren, OVEC
(hereinafter the “Non-MISO Interfaces”).
The Proposal
• The following proposal will come into effect when MISO
begins commercial operation (expected 2/1/2002):
– The product shall be scheduled and delivered by Seller to:
• A Non-MISO Interface on firm or non firm transmission such that the
Buyer could sink the energy in Zone 4; or
• Zone 4 if from a Generation Source in MISO East; or
• A generation bus bar within Zone 4 of MISO if the product is sourced
from a generator within MISO Zone 4.
– MISO must show ATC at Non-MISO Interfaces and Zone 4 bus
bars such that Seller can show that Buyer was able to sink the
product in Zone 4 on firm transmission.
Who wears the transmission
risks?
• If Generation Source (GS) in MISO East, Seller is at risk
for curtailment of any transmission to Zone 4.
• If GS outside MISO East, Seller is at risk for curtailment
of transmission to Non-MISO Interfaces.
• If GS in Zone 4, Seller has no risk for curtailment of
transmission.
• Buyer is at risk for curtailment of any transmission from
Non-MISO Interface to Zone 4 or the ultimate sink.

1.
Seller purchases firm transmission from source in LGE to MISO zone 4. Seller sells 100 MW for delivery “Into Cinergy, Seller’s Daily Choice”
2.
Seller preschedules day-ahead by 11:00 a.m. CPT by notifying Buyer of source (LGE) and transmission reservation to Cinergy sink (MISO zone

Energy is sinking in Cinergy.
Hypothetical: On delivery day, MISO cuts Sellers transmission.
Results:
•
Seller must move to another source and schedule from that source or designate the source as being within Zone 4 (Vermillion) at which Buyer
can receive energy such that energy can sink in Cinergy. Seller will be responsible for any additional transmission costs incurred to
reschedule to Cinergy (Miso Zone 4).
If Seller cannot reschedule and deliver, Seller will owe LDs to Buyer on Seller’s failure to deliver.
•
Same result if the schedule was cut due to Seller’s loss of GS.

Seller purchases firm transmission from GS outside MISO to Non-MISO Interface. Seller sells 100 MW for delivery “Into Cinergy, Seller’s Daily Choice”.

Buyer purchases point to point transmission from Non-MISO Interface to Zone 4 or ultimate sink.
3.
Seller preschedules day-ahead by 11:00 a.m. CPT by notifying Buyer of source and Non-MISO Interface.
Hypothetical: On delivery day, MISO cuts Buyer’s firm transmission.
Results:
Seller must move to another Non-MISO Interface or to a source within MISO East (including Zone 4) at which Buyer can receive energy such
that energy can sink in Zone 4. Seller and Buyer responsible for their own transmission to reschedule to Zone 4. If Seller cannot
reschedule and deliver, Seller will owe LDs to Buyer on Seller’s failure to deliver.
•
If the schedule was cut due to Seller’s loss of GS or loss of Seller’s non-firm transmission, Seller pays for transmission to Zone 4.
•
If Buyer elected network or non-firm transmission service which is cut, Seller has fully performed.
Non-MISO Interface Disappears
As A Delivery Point
• If any non-MISO Interface disappears (i.e., contractual
obligations to deliver and receive at that interface cannot
be satisfied), a Seller that would have delivered to that
interface will instead be obliged to deliver to Zone 4 or
another Non-MISO Interface.
– See presentation titled ‘Cinergy Integration of New Control Areas
Into MISO 12/20/2001’ attached as Appendix A for examples.
Treatment of Losses under the
Proposal
• MISO OATT in effect (expected 2/1/2002).
– Seller provides Contract MWhs and losses determined by MISO
from the Generating Source (GS) to the Zone 4 sink less the “Zone
4 Losses”.
• “Zone 4 Losses” are the losses associated with a GS in Zone 4 to a
load in Zone 4.
– Seller provides no losses from a Zone 4 GS.
– Buyer provides Zone 4 Losses and losses to ultimate sink.
– Buyer keeps any decremental losses arising from Buyer’s choice of
ultimate sink.
– Seller shall make reasonable effort to distribute losses across the
schedule in accordance with Buyer’s request consistent with MISO
requirements.
– MISO provides matrix of losses from GS to Zone 4 less Zone 4
Losses.
Loss Examples
• Assume MISO losses from AEP GS to Zone 4 via the AEP NonMISO Interface of 2.75%, and from Ameren GS to Zone 4 via
the Ameren Non-MISO Interface of 3.49% and from an LG&E
GS in MISO East to Zone 4 of 4.58%. Zone 4 Losses are 2.3%.
The Contract MWHs is 50 MW over 16 hours or 800 MWHs.
– Seller from AEP GS must supply 804 MWHs (803.6MWH rounded up)
to AEP Non-MISO Interface, (Actual calculation is MWHs/(1-(GS
losses to Zone 4 – Zone 4 Losses)) or 800/(1-(0.0275-0.023)) =
803.6MWHs)
– Seller from Ameren GS must supply 810 MWHs (809.5MWH rounded
up) to Ameren Non-MISO Interface, (800/(1-(0.0349-0.023)) =
809.5MWHs).
– Seller from an LG&E GS in MISO East must supply 819 MWHs (818.7
rounded up), to Zone 4 (800/(1-(0.0458-0.023)) = 818.7 MWHs).
