Price determining variables
Which kind of management? (local authorities
are supposed to have lower prices)
 BCG(1) « when it is private, it is more expensive, but it should also be
noted that when the operating conditions are complex, communities
entrust the management to private »
 « it is not a difference related to the management mode, but related
to the difficulty of service »
 « relations with consumers are better when private operators »
 « better information when private operators »
 SUEZ: « water consumption lowers by an average of 1.2 to 1.3% per
year. As investments remain constant and that the required quality is
the same, the price of water can not decrease ! »

Toward French SPPI (1)
Goal in 2009-2010:
to calculate by the same survey, together, 4 indices
 a 36.00 PPI at basic price BtoAll (price of the activity)
 a 36.00 PPI at purchasing price BtoB (price of the product)
 a 37.00 PPI at basic price BtoAll (price of the activity)
 a 37.00 PPI at purchasing price BtoAll (price of the product)
Based on a « municipality » survey (and not on a
« company » survey as usual)

Advantages:
 Local authorities are often in charge of both water and sewerage, or
at least, services are neighbours.
 Idem for private operators.
 The bills are common for water and sewerage.
 We can select the biggest agglomerations where the major
industrial centers are.
 Possibility to track prices when the operators change (which
happen sometimes), if the scope of the contract does not change.
Drawbacks
 Reweighting is difficult , and still in progress

Quality adjustment issues (1)
From a purchaser point of view:
the purchaser thinks he buys goods (volumes of
water): if the water keeps the same quality, no
quality adjustment is needed.
From a private operator point of view:
the private operator thinks he manages water
services and is remunerated by selling goods
(volumes of water) or services (harnessing,
treatment, delivery, evacuation,sanitization): if
pumped water becomes more and more polluted
and needs more treatments in order to provide
drinking water, he would think that his price
would deserve a quality adjustment.

Quality adjustments issues (2)
From a local authority point of view:
the local authority invests in mains, pumping
plants, sanitization plants, and, even more than
the private operator, manages water services for
the “fixed costs”, while the “variable costs” are
often invoiced by the private operator to the final
consumer. How could we measure the “quality”
of their production or their “price” indepedently
from the private operator in case of delegation
of public services?
By the way, we do not try to measure the price of
their activity…

Quality adjustments issues (3)
Quality of water (if measured) is a component, but
perhaps not sufficient to assess a possible quality
adjustment in water supply (36).
Quality of private operators services is to be measured,
especially for water sewerage (37), but also partly for
water supply (36).
And what about the financial situation of local
authorities responsible for water services?
(a priori out of the scope of volume and price, and
anyway we have renounced to measure the price
of their activity)

Quality adjustments issues (4)
36 ONEMA performance indicators soon available on:
water quality : compliance rate of water with regard to…
water : networks (knowledge, losses…)
water : financial management
water : subscribers relationship
sewerage : subscribers relationship
sewerage : network quality
sewerage collection: compliance of the effluent collection …
sewerage purification: compliance of the cleaning equipments…
sewerage : rate of sludge evacuated by mains consistent with…
sewerage : financial management
Still to do: identify the indicators concerning the private
operators or water as a whole, imagine 2 or 4
synthetic indicators (36 and 37 x activity BtoAll and
product BtoB?), validate it with the professionals…
