Briefing session on Business Promotion Council (BPC) Background 2 important events led creation of BPCs (1) Major policy shift from export promotion strategy to export development for a more competitive and sustainable export sector. This requires special attention to capacity building initiatives leading to productivity enhancement, improvement of quality & standards of products and addressing other issues related to environment & compliance; and (2) November 2000: Silicon Bangla IT (SBIT) 2000 Seminar was held in San Jose, California, USA jointly organized by NRBs in North America and Bangladesh Mission in Washington, DC, USA. 2 important recommendations were to (a) open a shared office in San Jose, and (b) a back up office in Dhaka to work as a link between the industry and the US office. Accordingly, ICT Business Promotion Council (IBPC) was established in Dec 2002 and Bangladesh ICT Business Centre (BIBC) office in San Jose was created in March 2003 with financial support of BDEXDP. BDEXDP assistance was available till June 2004. BIBC office was closed from January 2006 as it failed to accomplish its desired objectives. Establishment of sector/product based BPCs was first set out as an export development strategy in the Export Policy 2003-06. As a strategy to diversify exports, BPC is also recognized in the Export Policy 2006-09 (Chapter 2). Councils are non-profit companies formed under Section 28 the Companies Act 1994 as unique partnership platforms created jointly by the private and public sector under the auspices of MOC.
