TOM TORLAKSON State Superintendent of Public Instruction • Mid-test Survey • Post-test Survey for Test Coordinators/Administrators – Assignment of accommodations – Identification of issues related to accommodations • Seek feedback from parents, teachers, and students 4 The Smarter Balanced Digital Library TOM TORLAKSON State Superintendent of Public Instruction • California will make available to California LEAs. • Resources will assist teachers in using the formative assessment process. • Will be comprised of exemplar resources for instructional practices and professional learning. • The library is scheduled to launch in October 2014- a preview of the Digital Library is scheduled for June 3 – September 30. 5 Definition of Formative Assessment Process TOM TORLAKSON State Superintendent of Public Instruction • Formative Assessment is a deliberate process used by teachers and students during instruction that provides actionable feedback that is used to adjust ongoing teaching and learning strategies to improve students’ attainment of curricular learning targets/goals. 6 Smarter Balanced Digital Library Review TOM TORLAKSON State Superintendent of Public Instruction • All resources are vetted using Quality Criteria, assuring instruction that will address all students’ needs. – Ensure that the resources in the Digital Library reflect the intent of the CCSS – Ensure that all resources reflect the Smarter Balanced vision of effective formative assessment practices – Ensure that all resources in the Digital Library are of the highest quality, regardless of source – Instruction • Anticipated launch in late fall 2014. • Created from the test items deemed valid, reliable and fair through the Smarter Balanced Field Test. • Will build out over time. 11 Smarter Balanced Interim Assessments TOM TORLAKSON State Superintendent of Public Instruction • Two Types: – Interim Comprehensive Assessment (ICA), similar to the Smarter Balanced Summative Assessment. – Interim Assessment Blocks (IAB), sets of items that will assess groups of targets (clusters of standards). • Both will start out as fixed-form assessments and then transition to computer adaptive TORLAKSON State Superintendent of Public Instruction • September 2012: California joined NCSC as a Tier II state • February 7, 2014: Registration closed for schools to participate in the NCSC Phase I Pilot • March 11, 2014: Registration closed for students to participate in the NCSC Phase I Pilot • March 26, 2014: Examiner online training began • April 14, 2014: Testing window opens • May 23, 2014: Testing window closes 14 NCSC Phase I Pilot Purpose TOM TORLAKSON State Superintendent of Public Instruction • Collect data about how students interact with the items • Gather information about 23 of 24 NCSC states participating • Nearly 18,000 students • California sample • 177 LEAs registered to participate • Nearly 450 schools • Approximately 7,200 students • Students also will take the CAPA 16 NCSC Grant Next Steps TOM TORLAKSON State Superintendent of Public Instruction • Phase II Pilot Timeline • Registration begins in May 2014 • Administration begins October through midNovember 2014 • Phase II Pilot Purpose • Test additional items, including writing • Test adaptive engine • Operational Assessment • Administration begins spring 2015 • Includes student level data reporting • Achievement Level Setting will be conducted in summer 2015 • Technical Reports will be produced in fall 2015 17 Future Steps for California’s Alternate Assessment TOM TORLAKSON State Superintendent of Public Instruction • State Board of Education must adopt a successor assessment to the CAPA that is aligned to the California CCSS in ELA and mathematics and new science standards • Options for selecting a successor to the CAPA include: 1. Independently design an alternate assessment based on the work produced by NCSC 2. Participate in a multi-state consortium, based on the work of the NCSC grant, for the development and administration of future alternate assessments 3. APIs released in fall of 2013 • 2014 - APIs will not be calculated • 2015 - a new base API will be calculated using the new CAASPP assessment results • 2016 - two years of CAASPP results will be available to calculate a growth API 21 Alternatives Related to API TOM TORLAKSON State Superintendent of Public Instruction • Schools and school districts that do not have an API calculated due to comparability issues to meet legislative requirements using one of the following: The most recent API calculation; An average of the three most recent annual API calculations; Alternative measures that show increases in pupil academic achievement for all groups of pupils school wide and among significant subgroups. 22 Three Year API Average TOM TORLAKSON State Superintendent of Public Instruction • In May, as a support to LEAs, CDE will release two types of three-year averages Unweighted Average Weighted Average 23 SAMPLE Academic Performance Index (API) Report 3 -
