The Smarter Balanced
Digital Library

• California will make available to California
LEAs.
• Resources will assist teachers in using the
formative assessment process.
• Will be comprised of exemplar resources
for instructional practices and professional
learning.
• The library is scheduled to launch in
October 2014- a preview of the Digital
Library is scheduled for June 3 –
September 30.

Assessment Process

• Formative Assessment is a
deliberate process used by teachers
and students during instruction that
provides actionable feedback that is
used to adjust ongoing teaching and
learning strategies to improve
students’ attainment of curricular
learning targets/goals.

Criteria, assuring instruction that will
address all students’ needs.
– Ensure that the resources in the Digital Library reflect the

highest quality, regardless of source

• Two Types:
– Interim Comprehensive Assessment
(ICA), similar to the Smarter Balanced
Summative Assessment.
– Interim Assessment Blocks (IAB), sets of
items that will assess groups of targets
(clusters of standards).
• Both will start out as fixed-form
assessments and then transition to
computer adaptive tests (CAT).

Future Steps for California’s
Alternate Assessment

• State Board of Education must adopt a
successor assessment to the CAPA that is
aligned to the California CCSS in ELA and
mathematics and new science standards
• Options for selecting a successor to the CAPA
include:
1. Independently design an alternate assessment
based on the work produced by NCSC
2. Participate in a multi-state consortium, based on
the work of the NCSC grant, for the development
and administration of future alternate assessments
3. Consider the work products of other consortia in
the development of an alternate assessment for
ELA, mathematics, and/or science

• No results available from the field test –
law specifies use of field test and
prohibits use for accountability
• Restricts comparison of scores from
CAASPP to STAR
• SSPI recommended and the SBE
approved in March to not produce an
Academic Performance Index (API) in
2013-14 and 2014-15 (Base will be
produced using 2015 data)

• 2014 - APIs will not be calculated
• 2015 - a new base API will be
calculated using the new CAASPP

• 2016 - two years of CAASPP

to meet legislative requirements using one of
the following:
 The most recent API calculation;
 An average of the three most recent annual

significant subgroups.

School Rankings

• The Education Code authority for CDE to
produce rankings was eliminated in the
2013 budget process (AB 97)
• However, since 2013 growth APIs have
been released, rankings for 2013 will also
be calculated (for the last time) and
displayed in a revised Accountability
Progress Report
• These rankings may be useful for charter
school renewal and revocation decisions

for elementary and middle schools

• Program Improvement (PI) status for
elementary and middle schools
remains the same for a the 2014
