In 2005, U.S. DOE (Federal Energy Management
Program) approved a grant for a regional project
coordinated by Northeast Energy Efficiency
Partnerships (NEEP) to use special promotions
involving initiative sponsors commercial lighting
programs coordinated with state and local
government procurement programs to increase the
availability and market adoption of High Performance
T8 fluorescent lighting equipment.

What are
High Performance T8 Systems?
• HPT8 Systems are lighting fixtures that
incorporate high-efficiency ballasts and fourfoot, 32 Watt high-lumen T8 lamps.
• HPT8 Systems can significantly reduce
lighting energy costs by up to 40%,
compared to old T12 or standard T8 systems.
• HPT8 Systems also provide performance
benefits and maintenance savings compared
to old T12 or standard T8 systems.

What Makes HPT8 Lamps Better?
• HPT8 lamps are four-foot, 32 Watt T8 lamps
producing at least 3,100 initial lumens.
(compared to 2850 lumens for standard T8 lamps)
• Higher lamp efficacy means more lumens per
watt: >90 MLPW (instant start) and >88
MPLW (programmed start)
• Lamps have a long life – 24,000 hours.
(compared to 20,000 hours for standard T8 lamps)

• The lamps offer extended lumen
maintenance – at least 2,900 lumens
maintained over the life of the lamp.
(compared to 2,600 for standard T8 lamps)
• The lamps provide high color rendering
with a CRI >81.

impressive when comparing HPT8
lamps to old T12s.

What Makes HPT8 Ballasts Better?
• HPT8 Ballasts are high-efficiency electronic ballasts
that are able to drive T8 lamps with less energy than
standard T8 ballasts.
• Regardless of the Ballast Factor (BF) or the lamp
used, an HPT8 Ballast will reduce the wattage by
about 8% compared to a standard T8 Ballast.
• When combined with 32 Watt HPT8 lamps, they
produce similar or more light than standard T8 lamps
and ballasts.
• HPT8 ballasts can significantly reduce energy costs
by up to 40%, compared to old T12 and standard T8
ballasts.

• Fixture manufacturers offer HPT8 ballasts as an
option when ordering fixtures for stock or projects.
• Simply specify “High Performance T8” or HPT8 when
placing your fixture order.

• NEMA “T8 Premium Ballast” comply to the same
CEE specifications as “HPT8” Ballasts and may carry
the “Premium” label.

What is Ballast Factor?
• Ballast Factor (BF) is a measurement of the ability to
produce light (lumens) from fluorescent lamps.
• BF is defined as the ratio of lamp lumens produced
when lamp(s) are operated by a given ballast to the
lamp lumens produced when the lamp(s) are
operated on a reference ballast. (CEE)
• BF is indicated as a fraction, such as 0.88BF.
• The lower the Ballast Factor, the less energy it will use.
• However, Low BF ballasts will decrease the lumen output.
That is why it is important to combine Low BF ballasts with
high-lumen lamps.

• Low Ballast Factor:
• The low Ballast Factor offers the lowest wattage
solution when comparing the same number of fixtures
with the same number of lamps.
• Example of a 3-lamp fixture:
• 115W - F34T12 with magnetic energy saving ballast and T12
lamps
• 88W - F32T8 with standard electronic ballast (.88BF) and
standard T8 lamps
• 73W - F32T8 with low ballast factor HPT8 ballast (.77BF) and
HPT8 lamps

What About Light Output?
• By combining HPT8 High Performance Lamps with the
Low BF Ballasts, similar light output can be obtained
for similar fixture types.
• Example of Mean Lumens for 3-lamp fixtures:
• F34T12 with magnetic energy saving ballast and T12 lamps:
6210 Lumens
• F32T8 with standard electronic ballast (.88BF) and standard T8
lamps: 7022 Lumens
• F32T8 with Low BF HPT8 ballast (.77BF) and HPT8 lamps:
6841 Lumens
• Result: similar light output with reduced wattage.

• In addition to the Low Ballast Factor
Systems, HPT8 ballasts are also available in
normal and high ballast factor models.
• By combining four-foot, 32 Watt HPT8 highlumen lamps with normal or high ballast
factor ballasts, you can often design a project
with fewer lamps per fixture or fewer fixtures.
Energy costs are reduced while still
maintaining recommended light levels.

• HPT8 Systems can be specified with either
Instant Start or Program Start Ballasts
• Instant Start (best stocking option): Better lamp
and ballast performance in applications with long
hours of operation (> 5 hours per day)
• Program Start: Better lamp and ballast
performance in applications with frequent
switching, such as areas with occupancy sensors.

What is Ballast Efficacy Factor?
• Ballast Efficacy Factor (BEF) is a
measurement used to compare the efficiency
of differing lighting systems.
• BEF is defined as the ratio of ballast factor
(BF) to the ballast supply power times 100.
(CEE)
• BEF is a key performance criteria used to qualify
HPT8 ballasts.
• The higher the BEF, the more efficient the ballast
is.
