CNGB VISION: Optimize National Guard relevance and capabilities to
support the post-911 HLD/DSCA mission environment
NGB Mission Statement*
JFHQ-State Mission Statement*
“The NGB….is the channel of communications
between the Secretaries and Chiefs of the Army
and the Air Force and the several states on all
matters pertaining to the NG… the NGB provides
situational awareness on NG matters affecting
Homeland Defense and Defense Support to Civil
Authorities (HLD/DSCA) to the OSD, the COCOMs,
and the Joint Staff… the NGB administers DoD,
DOA, and DAF policies, programs, and plans
pertaining to NG matters, and facilitates the
integration of Federal and state activities…
[including] facilitation of mutual support among the
states….”
“The JFHQ-State maintains trained and equipped
forces…. The JFHQ-State supports C2 of all
assigned ARNG and ANG Forces…. the JFHQState will establish the capability to provide one or
more joint force command elements [JTF-State]
able to exercise C2 of Homeland Defense,
Defense Support to Civil Authorities, and/or
other domestic emergency missions in a
State Active Duty, title 32, or title 10 status. In
addition, the JFHQ-State provides expertise
and situational awareness to DoD authorities
to facilitate integration of Federal and state
activities.”
New mission statements for NGB and JFHQ-State reflect the expectations of the
Sec Def, the Services, and our other mission partners in the HLD/DSCA mission space

JCCSE – Definition and Components
Joint CONUS Communications Support Environment (JCCSE)
•
JCCSE is an umbrella concept to enable the reliable and timely flow of key information to support state and
Federal military activities for HS/CS. It includes the communications systems and programs that provide
connectivity, collaboration/situational awareness, and C4 coordination. Currently, the key components of
JCCSE are Joint Incident Site Communication Capability (JISCC), Joint Information Exchange Environment
(JIEE), the Joint C4 Coordination Center (JCCC) and Operations Center IT Support.
Key Components
 Connectivity: JISCC-Supporting the
procurement and fielding of 55
communications suites for all 54 states and
territories.
 Collaboration/Situational Awareness: JIEECreating an information sharing environment
to support access to event related data and
situation reporting, standardized battle staff
processes (RFIs/RFAs), and Joint C4 Asset
Coordination.
 C4 Coordination: JCCC-Standing up the
organization and facility to support the
USNORTHCOM horizontal information
exchange of the IT common operating picture
(COP).
 Operations Center IT Support: NGB &
JFHQ-State JOC IT requirements.

Hurricane Katrina Validated NG Roles &
Supporting JCCSE Construct
• Validated roles of NGB (Nationwide Coordination) and JFHQ-State (Mission Coordination, Planning,
& C2) as envisioned by new mission statements, but capabilities must mature and planning needs
to provide capability for 24X7 operations for weeks, and perhaps months
• Require better, integrated, & interoperable collaboration and information sharing capabilities
among NGB & JFHQ-State JOCs, COCOM and JTF/TF HQ, deployed forces, & other mission partners
• Require enhanced C4 management capabilities—a Joint C4 Coordination Center (JCCC)—as
envisioned within the JCCSE Concept for Joint C4
-- Visibility of C4 capabilities nationwide
-- Pre-planning versus ad hoc planning
-- Enhanced responsiveness to operational priorities
-- Enhanced C4 planning & management for Joint Task Force(s), staging area(s), and incident site(s)
• Deployable Communications: Quality good, but quantity totally inadequate—JCCSE National
Guard Communications Elements (NG CE) required in every State/Territory
-- Numerous Task Force locations
-- Lack of communications capabilities for NG soldiers on the ground
JCCSE will evolve to support these needs by leveraging DoD enterprise
solutions as they become available to the maximum extent possible

JCCSE Current Initiatives (JISCC)
JISCC Capabilities for Deployed NG Forces
Satellite connectivity – iDirect modem, TracStar
antenna, and commercial or DoD teleport service provide
reach back capabilities for voice, video, and data. Auto
acquisition antenna eases system setup.
Voice patching/interoperability – Radio Crossbanding
System and a mobile radio suite provide interoperable
communications between disparate radio systems;
interconnects up to 12 separate organizational radio
systems
Local area network – LAN switch, server, and four
laptops provide access to the internet and other
networks and VoIP capabilities; scalable to
accommodate additional users if needed
Video teleconference – PolyCom camera and LCD
screen provide video teleconference capabilities through
the satellite connection
Portable radios – 20 UHF portable radios provide shortrange, point to point voice communications; scalable to
accommodate additional radio users if needed
Miscellaneous – Transport cases, trailer, tent,
generators, and UPS provide a means for transportation
and storage, shelter, and power for the set

JCCSE Current Initiatives (JIEE)
JIEE Mission & Functions
•
Joint Information Exchange Environment (JIEE):
– Consolidates the National Guard COP in order to provide NORTHCOM and other
HLD/DSCA mission partners with ready access to event information and georeferenced data layers for ongoing NORTHCOM – NGB mission planning and
coordination.
– Supports the sharing of information for the development of a Common Operational
Picture and SITREPs, that may be shared with NORTHCOM and other mission
partners
– Accessible via AKO.

JIEE is currently released at Version 4.0:
– Duty Log – Staff Duty Log
– Event Log – Event Management tool
– RFI/RFA’a Tool – Management of Internal RFI’s/RFA’s
– Group Management – Planning tool
– NG Missions – Mission Tracker
– Geo-Spatial Mapping – GIS Library
– Access to NORTHCOM Applications (e.g., Portal, DSEL, etc)
– Situational Reporting Tool
– Integration with commonly used tools (e.g, WebEOC, E-teams, etc)—
(Available in Feb 2008)

JCCSE Current Initiatives (JCCC)
Joint C4 Coordination Center (JCCC) Mission
• A cornerstone of JCCSE is the ability to manage and employ NG C4
assets on a nationwide basis to support HLD/DSCA mission requirements
• The JCCC mission is to serve as the focal point for:
– Planning
– Oversight …but not C2
– Coordination
– Reporting of NG fixed and deployable net-centric C4 capabilities
• JCCC Core Functions:
– Assist States with coordination for the employment of NG C4 capabilities
in support of HLD/DSCA missions
– Develop and maintain the NG C4 COP
– Coordinate spectrum management assistance
– Coordinate SATCOM training and operations with DoD and Commercial teleports
– Provide interface with USNORTHCOM TNCC on C4 related activity
• Both ARNG and ANG expertise is crucial to JCCC mission readiness
The NGB JCCC is supported by the 261st Signal Brigade, Smyrna DE (ARNG) and the 281st Combat
Communications Group, Smithton, RI (ANG) to provide both ARNG and ANG expertise.

JCCSE—Relationship to JFHQ-State DCR
• JFHQ-State DCR addresses the following gaps:
-- Joint C2 and situational awareness (SA) capabilities
-- Minimum essential deployable, interoperable communications and information
exchange capabilities
• JFHQ-State:
-- Improves shared situational awareness between CJCS, combatant commanders and the
first-responders, the National Guard, and other military response forces
-- Provides standard joint interface for unity and continuity of military (state and federal)
effort
-- Leverages existing and evolving PORs IAW the JCCSE Concept for Joint C4
• JCCSE:
-- Supports USNORTHCOM goal to extend the collaborative information environment
(CIE) from the national-level to the state/territory/local-level, and through to any deployed
operational location
-- Leverages existing and projected DoD enterprise capabilities to the maximum extent
possible
-- Provides long-term C4 support needed to meet USNORTHCOM & JFHQ-State mission
requirements

JCCSE—The Way Ahead
• JCCSE initiative continues to progress
– JCCSE Strategic Advisory Board (JSAB) helps to identify and solve issues, and
build stakeholder partnerships and consensus
• Doctrinal role of the JCCSE in information sharing must be institutionalized
• Formal JCCSE missions validated, Services responsibilities defined, and
force management strategies planned and executed
-- Migration strategy toward standard Service capabilities, but those capabilities
must meet HD/CS capability requirements
-- Joint Army/Air Architectural Approach
-- USNORTHCOM endorsement and validation of all capabilities
-- Service (Army/Air) recognition and force planning based upon HD/CS as
