Extended School Year Services
Guidelines for Preschool Providers
Schenectady County CWSN Dept.
ESY Services are intended for:
• Students whose management needs are highly intensive
and require a high degree of individualized attention and
intervention.
• Students with severe multiple disabilities whose programs
consist of habilitation and treatment
• Students whose needs are so severe that they can only be
met in a residential program or at home.
• Students whose disabilities are severe enough to exhibit
the need for a structured learning environment of 12
months to prevent substantial regression.
Eligibility for ESY (Substantial Regression)
 The CPSE must determine whether a student requires ESY services
in order to prevent substantial regression.
 Quantitative and qualitative information should be reviewed by the
CPSE to substantiate the need for providing services.
 Statements describing substantial regression that has taken place must
be provided to the CPSE before the student can be considered for
ESY services.
 Providers will complete both “Request for Extended School Year
Services Narrative” and “Substantial Regression Documentation”
forms and submit to district and county at least 5 days prior to
CPSE/Annual Review Meeting.
What is Substantial Regression?
 A student’s inability to maintain developmental levels due to the loss
of a skill, set of skill competencies, or knowledge during the months
of July and August.
 It must be demonstrated that the regression would be severe or
substantial enough so as to require an “inordinate period of review or
reteaching at the beginning of the school year to reestablish
attainment of the goal at the same level the student had at the end of
the previous year.
 After a 10 week summer break, a review/reteaching period of up to 8
weeks is considered typical. If the period of review is longer, this
demonstrates substantial regression.
ESY Services are NOT intended for:
 Students who have age appropriate skills
 Students for whom the purpose is to maintain skills
 Students who will recoup the skills within 8 weeks
 Students who will/are making steady progress
 Students that are being considered for declassification
 Students that are referred late in the year
Using school vacations or student absences as indicators to
measure recoupment of skills (SED 80% formula)


Qualitative Documentation of Substantial
Regression
 In addition to the quantitative documentation of
substantial regression, there should also be a short
narrative which includes:

Rate of students progress in attaining their goal(s)
Expected outcome of the ESY program
Parent’s commitment to have the student participate in the ESY
program.
Important things to remember:
 The frequency and duration of services for the
summer can differ from those recommended
during the school year.
 Some students may only require ESY services in
specified areas to prevent substantial regression
and not in every area they receive services in
during the school year.
 ESY services are provided for 30 days (6 weeks)
during July and August.
 The County will determine the Related Services
calendar for each summer.
