Progress Report
Background
Current situation…
• The LCMT concept was formed by APEC since 2011
1) F/S of 2 Town’s (Yujiapu, Tianjin, China and Samui, Thailand) are complete
2) F/S of 3rd Town ( Danang, VietNam ) is now in progress
• Post Feasibility Study:
1)Yujiapu is now implementing the F/S outputs;
2) Samui continues to study about eco-lifestyle
• Realization of LCT is expected to continue in many economies
and regions.
• But the process of executing LCT varies widely by economy
Purpose
In the future, increase in LCT projects in many
economies and regions is expected
• A uniform methodology is necessary to promote LCT.
• Use of LCT-I in projects is desired
[ Propose APEC LCT-I ]
Form comprehensive and integrated LCT Indexes that can
1) adequately study LC measures
2) manage project progress of LCT projects by referencing
past LCMT outcomes
Principles of APEC LCT-I Study
(i) Indicators are simple and easy-tounderstand
(ii) Indicators reflect the conditions of each
economy and project characteristics
(iii) Indicators are based on existing APEC
LCMT FS outcomes, existing assessment
indicators, and international trends

Applications of APEC LCT-I
[How to use APEC LCT-I]
In principle, assessment should be conducted by individual
economy. However, assessment by a third party (consulting
firm, etc.) is also acceptable.
Each economy shall review and correct low carbon activities
based on the assessment findings (PDCA).
Progress shall be evaluated on a regular basis (evaluation
frequency shall be determined by each economy).
A third-party review or certification system may be established
in future.

Evaluation Structure of APEC LCT-I
[Structure of Evaluation]
Assessments are performed on individual categories and overall
performance.
Assessment results are expressed in 3-scale rating systems, i.e.,
★/★★/★★★ (overall) and 1-3 point (category).
Evaluation criteria for each category can be set by individual economies
Score of individual category is calculated based on the aggregate
performance of sub-items; overall score of the LCT is the average score
of individual categories.
