Key Issues of project area focusing
on WATSAN
• Poor or No Sanitation services in communities and Schools.
• More than 95 per cent of the project participants especially
WOMEN suffer the indignity of open defecation.
• Lack of Safe & Affordable Water facilities.
• The focus of local government on improvement of WATSAN
facilities is not satisfactory.
• Insufficient funds available at Local Government level to address
WATSAN issues.
• People are not aware of schemes available in WATSAN sector.
• Nobody takes Accountability and Responsibility for failure in
achieving the anticipated results in WATSAN.
Summary of the project specific
reference to Our Situation
• “If we are to meet poor people’s demands for
clean water and adequate sanitation, and if the
Right to Water and Sanitation” to be realized,
The Local Governments will have to be
more responsive and accountable to
poor people. The best way we can do this is
to work with Governments and Civil
Society
Organizations
especially
WSHGs/VWSCs to help enable the voices of
those without WatSan to be heard, and then for
governments to ACT on what they hear.
Outcomes of the Project
Outcome : 1
• MARI is capacitated and emerged as
knowledgeable and skilled organization
to influence the implementation and
evaluation of WASH programmes in
Warangal District and also established
good linkages with other CSOs and
Networks.
Outcome : 2
• MARI is able to effectively engage in
decision making processes affecting
the WASH sector in general and
particularly
focusing
on
Govt’s
commitments in different political
platforms (eg. SACOSAN-IV), New
Guidelines of National Drinking Water
Mission, etc.
Outcome : 3
• Tribals and women’s organizations are
effectively and collectively demanding
government’s accountability and
transparency to allocate more funds
and efficient utilization of allocated
finances for improved water and
sanitation services.

Project Progress - RESULTS
Awareness Programs (Cultural programs):
Able to sensitize and organize the people and local
CBOs on the existing water & Sanitation situations.
Capacity Building:
CBOs have become more knowledgeable
and capable and began to demand better
services from the local government.
Staff Capacity Building:
Able to have hand full of skills on M & E
and knowledge on different approaches
of community driven development that
could be applied for effective functioning
and management of the program.
Interaction with Govt. Officials:
CBOs built good working relationships with
the Government officials and also provided
an opportunity to CBOs to have a broader
understanding of the WATSAN policies,
schemes and guidelines related to the
operation area.

organized Community Campaigns
on “World Toilet Day” in its

• World Human Rights Day: December 10th
MARI with the support of FAN-AP conducted a
Workshop on UN Declaration on “Water and
sanitation as Human Right” to Community
Leaders, PRI members, CBOs, etc. on World
Human Rights Day.
World Water for Water / World Water Day:
March 16 -22
MARI joined the hands with EWP (End Water
Poverty) and FAN’S global campaign to organize
World Water Day in its project villages.
Main Highlights
• Established good working relationships with
PRI members, i.e. GPs, MPDOs and effective
linkages with line departments.
• CSOs accepted and appreciated the concept
of GTF project and they are very actively
participating and taking forward the project.
• 109 VWSCs in 109 villages, formed and
capacitated to manage the functioning of the
VWSCs and began to act locally to improve
the WATSAN situations in the villages.
Main Highlights…
• CSOs succeeded to get sanctions for 10,313 ISLs
to ensure “Open Defecation Free” in all the GTF
project villages.
• Gender balance in the project is well taken care.
Importance is given to women perspectives and
their participation in taking the project forward.
• Media was effectively sensitized as result of it
regularly our actions are published in local print
media.
Supporting Govt perform better
• MARI is a member of District level advisory board

chaired by the Collector.
Identification of gaps in School sanitation and
represented the issues to the concerned departments.
Passing on key policy / program information from time to
time : Eg: TFC funds, UN Declaration on Right to Water
and Sanitation.
MARI is conducting periodic studies and informing Govt
on policy program priorities. Eg MHM Study
Studies also planned in other strategic areas.

Key Learnings
• Educating the tribals on the fundamental
aspects of State and Governance is very
much essential to make them feel assertive
about their rights and entitlements.
• The project needs lot of information about
the inside functioning of the concerned Govt.
departments and we need to strategically
work with them to understand the same
before beginning the questioning or
confrontation process.
Key Learnings….
• Governance and Transparency in the WATSAN
sector is possible only when people demand for
high quality services. But this was beyond
imagination of the local tribals. Exposure to one
of the model villages made them realized what
they are lacking and how they are put to
suffering.
• Media sensitization and regular news on
WATSAN issues generated a conducive
environment for project implementation.
Key Learnings…
• Though local tribal Gram Panchayats are suppose to
provide WATSAN services, their capacities and
resources are very low. Hence there is a need to work
with them rather than simply mobilizing people to
question or demand for services.
