Basic Concept
• Stuck on a problem. (e.g, NGO wants PROOF that the line will be
green. FERC 890--can’t restrict)
• Utility (or NGO or government) posts summary of problem to diverse
group (twitter, list-serve?)
• For those with interest and ideas, can click and go to blog on topic.
• Blog starts with more detailed information on problem and allows for
conversation and input.
• WGA monitors blog for productivity and to pull out any documents or
ideas that should go in the on-line file cabinet. (e.g., Gateway posted
online who their likely subscribers would be.)
