Since 2003, Republic of Croatia, through the Ministry of Justice (MoJ) and the State
Geodetic Administration (SGA), has been implementing the National Real Property
Registration and Cadastre Program, known as Organized Land (Uređena zemlja).
Real Property Registration and Cadastre Project (2003 – 2010)
The main goal of the Project was to built effective system of land administration, with
effective real estate market by decreasing corruption and supporting private sector
development.

Key challenges
•Very little harmonized data between the
cadastre and land register, poor quality of
data, various business procedures and data
definitions, various old applications for
maintaining graphical and alphanumerical
data
• Rengineering
of
existing
processes that are too complex
business
• Legal changes were ongoing in parallel
with the JIS development which caused
changes in the requirements.
•Difficult to keep experienced IT personnel in
the public sector.
