Steps for Cluster Teams

 Review existing analysis  Undertake additional analysis and consultations as needed  Identify sector objectives and priorities  Assess national/local implementation capacities  Mainstream cross-cutting issues Prepare a results-based framework  Develop action programs to achieve objectives in a way that concurrently supports peace and reconciliation.
