UM System Sexual Assault and Mental Health Task Force
Updates and Next Steps
UM System Task Force
President Wolfe commissioned a System Mental Heath and
Sexual Assault Task Force:
 Charged with conducting a comprehensive review of policies,
training and procedures concerning the prevention and
reporting of sexual assaults and the availability of mental
health services.
 Goal is to ensure each campus has the necessary resources to
educate students, faculty and staff about sexual assault and
prevention as well as an effective process for reporting such
incidents, plus adequate capacity to address mental health
issues among our campus community.
 Each Chancellor appointed a representative to serve on the
System Task Force.
Campus Inventory
Phase 1: Each campus produced a comprehensive
inventory of resources and services for sexual assault
and mental health.
 Campus resources available for students seeking help
 How information is disseminated to students, faculty
and staff and/or to parents
 Who are the points of contact
 What are the reporting and investigation processes

Consultant Review
Phase 2: System engaged independent consultants to
review resources, services, and processes for each
campus as well as System policies and procedures.
 The NCHERM Group, LLC: Largest specialized higher
education law practice in the country; focus on services
to enhance schools’ prevention and proactive riskmanagement strategies (http://www.ncherm.org/)
 After review, campuses were asked to develop
recommendations in response to Consultants’ findings.
Consultant Recommendations
 After reviewing the UM Campuses’ inventories and
processes, they gave the four campuses a grade:
• UMKC received C• The other campuses received D-
 Impressed with UMKC’s “culture of training” but
acknowledged the “difficult crossroads” we now face
with the loss of funding from the VAWA Grant.
 Also suggested that the UM CRRs were confusing and
should be revised.
UMKC Next Steps
 UMKC developed three work groups to review the
consultants’ reports and make recommendations
regarding:
• Title IX Compliance
• Violence Prevention and Response (VPR)
• Mental Health Services (ongoing)

 Pilot mandatory student training program this Fall
 Consultants’ recommendations:
• The largest gap UMKC has is a result of the discontinuation
of the Department of Justice’s VAWA grant, which funded
programming, training, and educational materials for
students as well as funded the Victim Services
Adjudication Advisor and Violence Prevention Coordinator.
• The most significant recommendation, therefore, is to
identify University funding for programming, training, and
staff to provide advocacy, education, and programming.

UMKC Mental Health Work Team
 Consultants’ report regarding our Mental Health services
and resources indicates UMKC is doing very well at meeting
our campus needs; however we are slightly understaffed.
 UM System is engaging other consultants for mental health.
 Recommendations:
• Renew IACS accreditation for Counseling Services
• Increase professional development opportunities for counsellors
focusing on trauma therapy, risk assessment, and LGBT services
• Hire Staff Psychiatrist (currently lack psychiatric services)
• Additional Doctoral Psychology Intern
• Additional Nurse Practitioner with mental health focus
UM System Task Force
 Initial revisions of the CRRs received approval by the
Board of Curators in June 2014.
 The System Task Force suggested further revisions to
the CRRs in consultation with System Legal.
 President Wolfe approved updated CRRs in Sept 2014.
 Campuses submitted their final recommendations of
needed programs, positions, and training.
 System Title IX training for campuses’ Coordinators,
Trainers, Investigators, and panelists.

After careful review, several CRRs were rescinded,
revised, and created.

Standard of Conduct except for alleged violations of
the University’s anti-discrimination policies.
 Current Student Conduct Panel remains unchanged.
 Includes provision pertaining to other established
university Honor Codes.
CRRs—What’s New
Equity Resolution Process (CRR 200.025) (new)
 New process to resolve complaints of harassment,
sexual misconduct and other forms of discrimination
when the accused is a student or student organization.
 Calls for creation of an Equity Resolution Panel to hear
formal cases—members are appointed by the
Chancellor or Designee and are specially trained to
handle these types of cases.
 Faculty/Staff/Student Grievance Processes have not
changed.

Campus Training
VAWA 2013 requires new incoming students and new
employees receive “primary prevention and
awareness programs” that promote awareness of
rape, acquaintance rape, domestic violence, dating
violence, sexual assault, and stalking.
 Comprehensive online training program—“Not
Anymore”—that will meet the requirements of Title
IX and the VAWA SaVE ACT.
 Program primarily aimed at students, but it will be
available to all members of our campus community.

 Only employees with legal confidentiality (such as
counsellors or health care workers) who are acting
in the capacity of their job are exempt from
mandatory reporting.
 Tip: when speaking with a student, be upfront that
although you are required to report incidents of
sexual misconduct, you will keep the conversation
as private as possible.
