NOT PROTECTIVELY MARKED DCC Tim Madgwick North Yorkshire Police ACPO Lead for Motorcycling Realising the Motorcycle Opportunity An ACPO and MCIA Motorcycle Safety Framework NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Key Agencies Department for Transport Transport for London Driver & Vehicle Standards Agency NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Why do we need a safety framework? 331 motorcyclists killed in 2013 ‘SMIDSY’ – too many motorcyclists killed or injured at junctions Nearly 5000 motorcyclists seriously injured An emerging slow-down in casualty reduction Motorcyclists = 1% of total road traffic, but 19% of all road user deaths Further work required on road safety initiatives and positive approach to motorcycle integration within wider transport NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Aims Reduce the number of motorcyclists killed or seriously injured on the roads More engagement with rider groups. Errant behaviour – positively change through education as the primary option Change of attitude towards motorcyclists – recognise they are a valuable part of the transport mix Improve the standard of motorcycle training Educate drivers to be aware of bikes – Think! Create a balance with cycling and a more mature approach to ptw safety NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED What does the research say? More Motorcycles – Safer Roads More motorcycles Better road users Better road users Reduction in casualties More congestion Modal shift to motorcycle More motorcycle usage Better road users NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Theme 1 – Road User Awareness • Lessons re safe road use from an earlier age. We learn to swim……. • Theory test in schools after compulsory road user education • More balanced public information re safety statistics • Recognition by Government of Motorcycling as legitimate transport • A safer, less vulnerable road environment for motorcycles • Do riders make better car drivers? NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Theme 2 – Educate to Deliver • ACPO Motorcycle Safety Strategy – Education is key message. • Motorcycling week of action - 30th Mar - 5th Apr 2015 • Motorcycle Safety Plan – Toolkit for Police Forces (March 2015) • Promote the use of RIDE Scheme • Develop speed awareness course tailored for motorcycles NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Theme 2 – Continued • Improve quality of pre and post test training – raise standards of riding • Improve CBT and learner rider safety • Establish motorcycle community support for aims • Secure BikeSafe’s position as best practice in rider assessment • Improved safety messaging – all road users NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Theme 3 – Motorcycles as a Practical Solution • Helps reduce traffic congestion and pollution • Improve transport efficiency and economy • Address long-held institutional attitudes about motorcycles • Create better policy to help improve motorcycle rider safety NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Theme 4 – Unlocking the Benefits of Motorcycling • Improve range of transport mobility options for the public • Increase uptake of motorcycles as lower congesting and CO2 polluting vehicles • Look at incentives for ultra low emission vehicles • Motorcycle to work scheme proposal NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Theme 5 – Better Motorcycle Industry Engagement in Society • Greater public and governmental confidence to motorcycling and the industry • Generate new markets with commuter riding as its founding basis • Continue product improvements in both safety and consumer usability NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Theme 6 – Partnership with Cycling • To create full working partnership with cycling • Improve citizen mobility choice • To reduce conflict between cyclists and motorcyclists • To make progress in shared areas of interest NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED ACPO Motorcycle Safety Plan Toolkit for Police Forces to use with partners to make motorcycling safer Spring 2015 Key areas (to include good practise): Education Intelligence-led Enforcement Promote use of RIDE and BikeSafe Improved use of media Different Partnership working (dealers, rider groups, media) Cross-border working Use of plain vehicles NOT PROTECTIVELY MARKED NOT PROTECTIVELY MARKED Any Questions?
