• This paper outlines the progress made toward
achieving Programme objectives as stated in
the COSCAP-SEA Programme Document
• While the COSCAP-SEA Steering Committee
determines the priorities for the programme
these have not been reviewed against the
programme objectives of the Phase II
programme document

• It is suggested the following criteria be used
for assigning the priorities:
– High - Work to achieve the objectives will be
continuous.
– Medium - Work to achieve the objectives will be
carried out as time permits.
– Low - Little or no work will be carried out to achieve
the objectives.

• Ensuring a coordinated, cost-effective approach for
obtaining technical assistance in the field of aviation
safety oversight, by minimizing duplication of efforts
and allowing the sharing of available resources to the
maximum
Recommended Priority: Low - While the COSCAP
closely coordinates it efforts with ICAO, the other
COSCAP programmes and donors to the extent
practicable, there is no formal plan or is there a
resource library.

DP3 : Update on the USOAP Programme
• Support related to USOAP is a major activity of
COSCAP-SEA
• Thailand, Malaysia, Brunei, Indonesia, Cambodia,
Vietnam, Hong Kong China, Macau China, and
Philippines have completed their audits
• COSCAP-SEA programme is presently
cooperating with some Administrations concerning
their corrective action plan

• Lao PDR, Myanmar, Singapore and Timor Leste
will be audited in 2010
•COSCAP-SEA will continue to provide support as
required by Member Administrations for USOAP
preparations and/or implementation of corrective
action plan

• 36th Assembly directed ICAO to change the
USOAP programme to incorporate the analysis
of safety risk factors following completion of
the current audit cycle in 2010
• ICAO Council has directed the SOA office to
develop the guidance material and tools to
implement a Continuous Monitoring Approach
(CMA) to be utilized for the next USOAP cycle

• The CMA would permit a proactive approach
to safety as embodied in SMS and SSP
• CMA would require establishment of a
centralized database to manage the information
received from different sources
• Continuous feedback from States would allow
ICAO to determine when either full–scale audits
or targeted audits of a State are required

• Electronic Filing of Differences (EFOD)
system has now been completed and will be
available to States shortly
• EFOD is based on the USOAP Compliance
Checklist and this data may be imported into the
EFOD if a State formally confirms that such
submissions are to be their official notification
of differences

Recommendations
• COSCAP-SEA programme provide regular
updates to Member Administrations related to
the ICAO USOAP
• Member Administrations encouraged to use the
COSCAP-SEA programme for USOAP support
as required

• Subject to resource availability, COSCAP-SEA to
engage short term experts in areas of USOAP
expansion
• States should maintain current the Compliance
Checklist to enable it’s import to EFOD data base
• Implementation of USOAP Corrective Action should
be completed as this will be one of indicators under the
Continuous Monitoring Approach

interventions to the Steering Committee that will

ARAST/SEARAST are approved by the Steering
Committee the Implementation Status Report will be
