ANNUAL WORK PLAN AND
TRAINING CALENDAR-2010
 MoU requires the Steering Committee to review and
approve the Programme’s Annual Work Programme and
Annul Budget [Vide Article VII - para 3.7.5 (c)] .
 Steps involved in the development of COSCAP-SA Annual
Work Programme is in the IF&APM (Vide Chapter 14,
Section 14.1, “Planning of Operational Activities”)
 The Programme may deliver two categories of services to
Member States viz.
 Core Services, funded by the Programme Budget
 Services at request, funded by the State(s) concerned.
 AWP is developed only in respect of Core Services

 AWP developed on the premises that
 Four Regional Experts (RATSE, RAwE, RACSE, RFOE)
would be readily available throughout the year.
 RE s are competent and familiar with all the activities
being undertaken and require no additional training.
 No budgetary constraints for RE s missions.
 Assistance to States for IUSOAP related tasks take
precedence.
 Number of days of on-site assistance will be in
proportion to the State’s contributions to the
Programme.

AWP developed on the premises that ...
 Requests for changes to the AWP approved by the SCM would be






discouraged.
States would make arrangements for RE s travelling requirements at no
cost to the Programme.
State’s counterparts would be available when RE s undertake mission for
on-site assistance.
Feedback on RE ‘s mission to States will be made provided to the
Programme Management.
States’ would prepare their internal Work Programme to be not in conflict
with AWP of the Programme
Training Activities will be coordinated with ICAO and other COSCAPs for
cost saving
Venue for regional training will be arranged, taking into account ;






States’ financial contributions;
Ease of access by air; and
Prevailing security situation
Fair share of opportunities

 Member States may request training in areas which are not mentioned
in the Work Plan.
 Donors /Partners are requested to kindly indicate the training
programmes that they could sponsor, out of what are listed.
 GUIDANCE MATERIAL: COSCAP-South Asia has issued a series of
Manual/Documents/Circulars relating to various technical matters.
These Documents will be reviewed, updated, re-issued with COSCAPSA specific identification numbers and uploaded to the official website
of the COSCAP-South Asia.
 Also action will be taken to introduce new guidance material on
subject areas for which there are no existing guidance materials.
Member States are requested to intimate to the Programme their
requirements regarding guidance material.

REVISION TO THE WORK PLAN: The Work Plan 2010 will be revised
based on the outcome of the 19th Steering Committee Meeting to
accommodate Steering Committee decisions and priorities.
Recommended Actions By The Steering Committee
 To make note of the contents in the Annual Work Programme -2010
and approve same.
 To request Member States to adhere to the furthest extent possible on
the proposed dates of missions in AWP-2010 taking into account the
intricacies involved in making changes to a regionally coordinated
programme and avoid suspension or cancellation at short notice.
 To request Member States to make optimum use of the Programme’s
activities by active participation and by making available the requisite
counterparts for the Regional Experts to perform the assigned tasks.
 To make use of the Resources/Expertise available in the region for the
conduct of identified courses, to the furthest extent possible.
