The division shall also adopt rules for a training and certification process for live fire training instructors. August, 2007 FFP-1740 6 Florida Statute 633.821 3. A 40-hour training program for live fire training instructors, including: a. Live fire instructional techniques. b. Training safety in acquired or permanent facilities or props. c. Personnel safety. d. Exterior props, including, but not limited to, liquid petroleum gas, other liquid fuels, and similar props. August, 2007 FFP-1740 7 Florida Statute 633.821 (c) The rules, excluding those pertaining to live fire training instructor certification, shall take effect no later than January 1, 2006. (d) Each live fire training instructor is required to be state certified. All live fire training commenced on and after January 1, 2007, must be conducted by a certified live fire training instructor. (e) This subsection does not apply to wildland or prescribed live fire training exercises sanctioned by the Division of Forestry of the Department of Agriculture and Consumer Services or the National Wildfire Coordinating Group. It focuses on the relationship between the worker, the task, the tools, and the work environment. Ideally, after you identify uncontrolled hazards, you will take steps to eliminate or reduce them to an acceptable risk level OSHA August, 2007 FFP-1740 13 Planning Any job hazard analysis should be on paper You may review it on chalk board; however, have a hard copy available Site plans should pinpoint hazards and exposures Also include a floor plan August, 2007 FFP-1740 14 Incident Safety Officer Should be dedicated Should not be the incident commander Should have the authority to stop the training immediately if it is deemed unsafe at any time Should follow guidelines in NFPA 1521 August, 2007 FFP-1740 15 Weather Unpredictable patterns in Florida Hot and humid But it can get cold Especially using water Rehab becomes a necessary part of your planning August, 2007 FFP-1740 16 Live Fire Special considerations Evaluate structural stability before training Swimming pools filled in Plywood over windows must be hinged August, 2007 FFP-1740 17 Live Fire Operational planning Instructors and safety officer must be fully informed of site and building prior to training All participants must tour the building and site Participants should be assigned a company and a task Clarify evacuation signal and action to be taken August, 2007 FFP-1740 18 Live Fire If you cannot meet requirements of 69A-37, there are options Smoke generators can produce poor visibility Black out masks for search and rescue practice August, 2007 FFP-1740 19 Live Fire Instructors Certified and experienced Safety officers Have ultimate authority Be sure all participants are qualified Be sure all safety systems in place and working Don’t forget your own PPE and work in teams August, 2007 FFP-1740 20 Live Fire Post-incident analysis (PIA) To appreciate valuable lessons learned For learning and not ridicule or blame Maintain a positive environment August, 2007 FFP-1740 21 “the two in/two out rule shall at all times be in effect during live fire training”.
