Environmental Work Projection
• Environmental Quality (Compliance, Services, Planning and
Conservation)
– Continued strong N45 oversight of EV Quality programs
– Navy relying on strong NAVFAC EV capability to execute/deliver projects,
budgets may drop slightly in the out-years
– Environmental Planning workload increasing in the out-years
– Operational Navy relying on NAVFAC ENV expertise, increasing
workload
– Facilities Support Contracts for environmental services are steady
• Environmental Restoration (Installation Restoration, Munitions
Response)
– Continued strong public, CNO, and ASN oversight of cleanup
– Installation Restoration Program (IRP) progressing toward completion in
2014, with long term operations/monitoring well beyond 2014
– Munitions Response Program (MRP) program just beginning, expected
to continue beyond 2020

Types of NAVFAC EV Contracts
•Cost plus type contracts are used when requirements
are not well-defined and too difficult to manage under
a fixed price contract. This type of contract is very
flexible and responsive, but can be expensive.
•Examples of cost plus contracts include :
– CLEAN = Comprehensive Long-term
Environmental Action, Navy
• CLEAN contract mainly used for investigative
work on IR sites
– RAC = Remedial Action Contract
• RAC contract mainly used for construction related
work on IR sites and mishap support.

Types of NAVFAC EV Contracts
• Fixed Price type contracts are used when requirements are well-defined
and effort can be accurately estimated.
• Examples of fixed price contracts include:
– IDIQ’s = Indefinite Delivery/Indefinite Quantity Contract
• IDIQ contracts mainly used for Architect-Engineer (A-E) Services for
Compliance & Planning work and are usually media/program based.
– EMAC’s = Environmental Multiple Award Contract
• EMAC contracts mainly used for construction related work and are
competed among 3-4 pre-qualified firms.
– BOA’s = Basic Ordering Agreement
• EV BOA’s are mainly used for Long Term Operation/Maintenance of
remediation systems and are competed among 8(a) pre-qualified firms
by SBA region/state.
– ANC’s = Alaskan Native Corporation Contract
• ANC is special type of small disadvantaged business IDIQ.
