Programme of the Government of the Republic of Lithuania for 2001-2004 The basic directions of Lithuania information society development • To increase of people competence in IT range; • To modernize Public Administration; • To promote electronic business; • Preservation of Lithuanian language and culture. The Government Resolution "On the strategical plan of Lithuania information society development” adopted on 10 of August 2001 Public administration of Lithuania information society development • Processes of information society are horizontal – there is a demand of close cooperation between institutions. • Specific importance in organizational structure is layd on non governmental organizations and businesses. Actions of them are stimulating society interest of informations society processes, analyses and performs various projects of information society. Resolution No 1276 by the Government “On Approval of the Concept of the Law on Information Society Services” 11 October, 2004 Concept of the Law on Information Society Services • Will be defined what information service provider must provide to consumer, consumer will be able to determine and fix entry mistakes, requirements for contracts made in electronic way will be set; • Will be settled responsibility of service providers, its limits, exceptions, illegal activity prevention. Service providers will be in charge of information storage. • Concrete code requirements for business, trade and consumers associations or other organizations related to services of information society will be defined. Resolution No 1276 by the Government “On Approval of the Concept of the Law on Information Society Services” 11 October, 2004 Concept of the Law on Information Society Services • Tools and ways of solving contentions that arises by providing electronic services between service providers and consumers. • Will be defined functions and rights of Government authorized authority in cooperation with EU institutions, member states and international organizations and performing supervision of electronic services provision. • Will be settled responsibility for breach of law, made offers to Government and Minister of economy. Resolution No 1276 by the Government “On Approval of the Concept of the Law on Information Society Services” 11 October, 2004 Development of e-services eGovernment is a tool for implementation of a Public Administration reform and State functions. Based on IT – user-oriented, business model in Public Administration. The objective of the Concept for eGovernment • To develop effective means allowing to adapt public administration to the modern needs; • To analyse and reform the decision-making process to such an extent that public administration would suit the modern management knowledge; • To increase the speed of services of public institutions and improve their quality by applying IT for data processing, management and services delivery through digital channels. A user may present questions And institutions answers. The service is delivered non-electronically. An institutions provides to user partially automated forms and questionnaires which my be filled in and printed by a user. An institution provides public information via the Internet A user will submit a question by electronic means and will be provided with a valid electronic service. Electronic gateway of government Electronic gateway of government Today this portal links up 726 electronic public services, which according to interactive level divides into four phases. Expansion of eGovernment portal • Full interaction with person identification (3rd and 4th security level) • Module of declaration of living location • Strategy for Public Administration till 2010 (main goal – transparent, effective, citizen-centred system for Public Administration Increasing number of users • Privileges for citizens buying computers and Internet connection. Changes to the Law on Tax declaration are made. • Points of Public Internet Accsses. By the end of year 2005 1000 points, all areas with population <1000. The most requested e-services • Job related e-services (51% of Internet users); • Entry to High school (48% of Internet users); • Health related e-services (44% of Internet users). Development of eGovernment in regions By encouraging eGovernment expansion in regions, the pilot project “Digital community” was implemented in Jurbarkas municipality in 2002-2003. On obtained experience base recommendation for all municipalities on development of services was formulated. E-signature supervision • Legal base for e-signature is created by ISDC • Standards for e-siganature Lithuanian Standards Board • Qualified Certificate Service Providers (in the near future): “5Ci” and “Verslo tinklas” as CA, RA Mobile operator “Omnitel” as RA of “Sertifitseerimiskeskus” (Estonia) infrastructure is aproved by E-signature pilot project Main Goal – exchange of e-documents between governmental institutions instead of paper ones Beginning - May 17, 2004 Achieved results – heads and employees of institutions practically gets to use e-signature Problems – additional precodures, excessive strain, non-intuitive GUI of Document Exchange Module (DEM) E-signature pilot project (requirements) • Free e-signature verification (creation?) software • Open Standards (PKCS#7) • Open Architecture (XML, SMTP) • Legislation – ISDC has prepared “Policy Requirements for edocuments managment systems and exchange” • ISDC uses mobile e-signature technology – project of m-signature with “Omnitel” E-signature pilot project (scheme) DEM PKCS#7, XML, SMPT DEM DEM M-signature project (scheme) Original data file Web-service User signer User: initiator Signed document E-signature pilot project (status) • From May 17, 2004 - patricipating 5 governmental institutions (Government of the Republic of Lithuania, The Ministry of Transport and Communications, The Ministry of Economy, Lithuanian Archieves Deparment and ISDC) • By the end of 2004: 20 Govermental institutions Lithuanian Parlament • Certification Authority (CA) - ISDC • By the end of 2007 – all state institutions working with edocuments and e-siganture EU structural funds for the Information Society • Information society is one of horizontal priority areas defined in Single Programming Document; • As well, there is a particular SPD measure dedicated for this area – measure 3.3 “Development of information technologies services and infrastructure”. It is aimed at public sector projects. SPD measure 3.3 - objectives • Modernization of public administration sector, in order to increase effectiveness and openness of public institutions, develop e-services and on-line sources of public information; • Increase of population’s competence guaranteeing possibility to acquire ITT knowledge and skills and to apply them for professional and other activities, to get information and learn; • Installation of Lithuanian language in IT, by localisation of software and development of Lithuanian information resources. • Decreasing of social divide by creating conditions for all inhabitants of the country to use IT and information resources without reference to their social position or place of living. Calls of SPD measure 3.3 ~ 217,7 million Litas are allocated for SPD measure 3.3 “Development of information technologies services and infrastructure” for the programming period 2004-2006: • „Electronic infrastructure“ – 84,3 million Litas; • „Electronic government and e-services“ – 126,5 million Litas; • „Support for project preparation“ – 6,9 million Litas. Electronic infrastructure Aims for even development of electronic communications infrastructure, and especially of broadband communication, in all regions of the country, and safety of public sector e-infrastructure. Lots: 1. Public Internet Access Points; 2. Broadband networks; 3. Infrastructure of safe information systems. Electronic governance and e-services Aims to create possibilities for all citizens and businesses of Lithuania to use ITT for communication with public institutions and to modernize services of public sector. Support for project preparation Aims to support financially preparation of documentation for projects that correspond to SPD measure 3.3 “Development of information technologies services and infrastructure”. What is the need? • Tentative tender for applications, organized in beginning of 2004, showed that demand of financial support for projects of IT services and infrastructure is more than 800 million Litas; • For first phase of submission of applications until 15th of September, 60 applications were submitted and total amount of requested support amounts to 258 million Litas. What do we expect? • Increased availability of public services on-line; • Developed broadband networks in the country; • Availability of the Internet access in remote rural areas; • Developed healthcare services on-line; • Created products that help non-English speakers to use IT and global information resources.
