Presidency of the Council of the EU
EU member states have not only rights, but also obligations.
Presidency is one of them!
Main objectives:
• To ensure continuation of the EU agenda
• To manage adoption of the legal acts (together with EP and COM)
• To represent interest of the EU member states (Presidency is
usually neutral on its own position)
Files you get to work with during the Presidency - what previous
presidency leaves to you + new files COM will offer to you
Presidency rotates every 6 months. Troikas: (IE, LT, EL) (IT, LV, LU) (NL, SK, MT).

Who is involved in the Presidency in Lithuania
• Seimas (adopted a decree on LT priorities, approved fiches summary files and expected min/max results)
• Government (Interinstitutional Activies Plan for the Presidency)
• Ministry of Foreign Affairs (prepared Presidency guidebook, runs
PERMREP, the main institution to manage the process in BRU)
• Ministries, other state institutions (chair WP, prepare
files/proposals/reports)
Must be prepared by the institutions:
• Troika program, Presidency program
• Fiches (description of files of the Presidency agenda) must be
prepared by responsible institutions and approved by the Seimas
• Institutions deal with daily Presidency tasks (people, teams involved,
meeting calendars, agendas, documents, rooms to be reserved, etc.)

RRT’s involvement
• Member of the MFA Presidency group – Coordinators network
• Responsible for RTTE file
• Chairing G.07 Working Party (WP) on Technical Harmonization –
up to 6 meetings to be organized by the RRT
• Gives advise to MoTC/minister on Telecom (H.05 WP) files (e.g,
telecoms single market, roaming, radio spectrum, etc.)
• Sends experts to WP (H.05) meetings if files are within RRT
competence (e.g., currently eIDAS-e-signature/e-IDs)
• Was consulted on European Council of the Heads of State
conclusions on Digital Agenda for Europe
• H.06 WP on Postal Services – no meetings planned
• A series of meetings on Presidency issues: RRT had requests for
meetings from TeliaSonera, American Chamber of Commerce, also
RRT was invited to a meeting with COM

What RRT did and does
• RRT staff participated in the program on public servants education
for the Presidency
• Established internal working groups: i) for coordination of
Presidency issues, ii) for e-communications topics and iii) for RTTE
• Prepared Presidency compromise proposal for RTTE directive
• RRT sends 4 persons to BRU for G.07 WP meetings: the Chairman,
its Deputy, a national representative and an expert – to run a WP, to
support the Chair, to manage comments, to take notes and to write
reports. Experts prepare reports from WP meetings, prepare
briefings to the PERMREP (upload them to databases)
• RRT experts are members of the group on preparation of the
ICT2013 conference (to be held in Vilnius, 6-8 November)
• Provides input for the European Council conclusions. Head of State
meeting should be held in October. Focus on: developing a single
telecoms market, new services, cyber security and deployment of
digital and broadband infrastructure.

Telecoms sector priority files:
• (TEN-TELE) - Proposal for a Regulation on guidelines for trans-European
telecoms networks: (adoption)
• (eIDAS) - Proposal for a Regulation on electronic identification and trust
services in the internal market: (max. – political agreement; min. –
negotiations with EP)
Other telecoms sector files:
• (NIS) - Proposal for a Directive on Network and Information Security (max
– negotiations with EP; min – progress report; discussions in TTE)
• (BB Cost Reduction) - Proposal for a Regulation on reducing the costs of
broadband infrastructure deployment (progress report)
• (WEB Accessibility) - Proposal for a Directive on the harmonization
measures of the MS related to making Public sector websites available
(progress report).
+ EC initiative on Single Telecoms Market (STM), Proposal for a Council
Decision on the EU Position for the ITRs and EU representation in ITU

Files
• From 2011-05-01 RRT is an institution that supervises providers that
offer qualified e-signature certificates
• eIDAS – supervision of Qualified e-Signature (QES) providers
(requirements for procedures, safety and equipment). New provisions
on QES audits, requirements for QES time stamp, website
authentication requirements. Discussions: whether to regulate nonQES providers and to what extent?
• CERT is established in 2006-10-02 within RRT
• NIS idea is to respond to security incidents on EU level. Provisions:
deal with security of the networks including other sectors as well
(electricity, banking, etc.) while maintaining adequate level of security
and resilience; MS will have to adopt NIS strategy; MS will have to
have set-up a competent authority with financial and human
resources; introduces EU NIS cooperation plan (ENISA, CERT
included)

Files
• BB cost reduction – civil engineering works takes up to 80% of
infrastructure costs. Proposal addresses co-deployment and access
to infrastructure (objective refusal criteria); single point for
administrative permits in 6 months, access to buildings in 2 months,
complaints handled by NRAs
• RTTE directive – making available on the market and putting into
service in the Union of radio equipment. Ongoing discussions: on
requirements for a database where equipment with ‘low level of
compliance’ would be registered; to inform the user on highest
possible radio emission of the item?, which equipment should fall
under supervision of annex II (active antennas, jammers)
• STM (if finalized by the COM) current provisions on single
authorization of an operator with ability to provide ECS in all MS,
COM veto on remedies, approval by the COM of the use of
spectrum, common BB spectrum assignment and use, net neutrality
(charging of data/speed and general quality characteristics), roaming
prices

Some facts
• Over 580 files in 4 ½ months (August is a holiday month +
Christmas)
• 214 M LTL / 65 M EUR (over 2012-2014)
• 244 meetings in the Council during 1st month of the Presidency
• In June, RRT chaired 2 G.07 meetings, experts participated in 2
H.05 WP meetings
• (In)formal meeting in Brussels and LV (Ambassador trips, Attaché
trips, major conferences (ICT2013, e-government, etc.)
