processes. These changes are a result of:
– 271 Workshop commitments and agreements
– New product initiatives
– New products and functionality in support of SGAT

Product
Overview
Local Interconnection Service (LIS)
 A bundled and trunk-side service providing switching and transport
for the mutual exchange of traffic with a Local Calling Area (LCA) or
an Extended Area Service (EAS) area
– Offered to CLECs certified by state PUC to provide local service
– LIS Terms and conditions may vary by individual interconnection agreement (IA)
– Reciprocal compensation applies
 LIS is delivered via Qwest-provisioned connectivity from Qwest
switch to the Point of Interconnection (POI) – POI is the physical demarcation between Qwest and CLEC network


One POI per LCA or at a minimum, one per LATA
POI must be within Qwest serving territory

Method of Interconnection Mid Span Meet POI
 Interconnection Agreements (IAs) allow for a negotiated POI
midway between you and Qwest.
 A Mid Span Meet POI within Qwest territory arrangement
establishes a physical location where Qwest’s network is
connected to your network to provide transport for LIS trunk
groups.
– Each provider has the operational responsibility for its portion of
the shared facility and for the equipment that it provides on its side
of the POI.
 To develop the Mid Span Meet POI facility, a network drawing of
your proposal to your Qwest Service Manager is needed.

Method of Interconnection Mid Span Meet POI
 Three types of Mid Span Meet POI arrangements:
1) ILEC / CLEC - affiliated ILECs switch that has been partitioned for its
CLEC.
 Same Local Calling Area (LCA)
 New LIS trunk group is necessary
 T1U/T1UZF facility is named by Qwest Network Engineering and
it identifies each channel of the existing shared facility that will be
used for the new trunk group.
 A Letter of Authorization (LOA) from the ILEC is provided to
Qwest.
 The T1U/T1UZF facility will be referenced on the design of the
facility for the LIS trunks.
 If one-way trunking is required, sufficient facilities for Qwest to
build one-way trunking back is needed.

Method of Interconnection Mid Span Meet POI
2) Mid Span Meet POI in the Qwest Serving Wire Center boundary.
 Qwest will establish a Mid Span Meet POI with you
approximately halfway between your switch and the Qwest
SWC. (Equal share in the cost of the build.)
 Qwest will provide Direct Trunked Transport from the SWC to
the first point of switching.
 When Qwest agrees to the Mid Span Meet POI request, your
Qwest Service Manager will contact you.
 A “Letter of Acceptance” to authorize Qwest to start the Mid
Span Meet POI construction is required.
 If Qwest does not approve the Mid Span Meet POI proposal,
your Qwest Service Manager may suggest alternative
interconnection arrangements to you.

3) A Mid Span Meet POI arrangement within Qwest territory, but outside
of your Qwest SWC boundary.
 Qwest will establish a Mid Span Meet POI with you approximately

 Qwest will meet with you and negotiate an entrance into a Qwest
wire center near the mid-point of the span or at another
technically feasible access point within Qwest’s territory.
 Qwest Service Manager will contact you with Qwest’s approval.
 A “Letter of Acceptance” to authorize Qwest to start the Mid Span
Meet POI construction is needed.

Method of Interconnection LIMIT
 LATA Infrastructure Mileage Initial Transport (LIMIT) applies to
interconnection facility requests greater than 50 miles in length
when or where no capacity exists.
 Trunking threshold. LIMIT applies only to those Qwest local
interconnections that cross local calling area boundaries within a
specific LATA.
 Qwest has been given the authority by individual State
Regulatory Agencies to pass on a proportion of the transport
facility cost
– V&H Coordinates or route mileage in the mileage measurement will
be used to determine the 50 mile length.

 Qwest will meet with you and negotiate an entrance into a
Qwest wire center near the mid-point of the span or at another
technically feasible access point within Qwest’s territory.
 To fulfill your proportional facility build, the following options
may be used:
– Construct transport to the mid point
– Lease facilities from a third party for transport to the mid point
– Request Qwest to build the entire route. Qwest bills you for half of
the facility

 What is needed:
– Sign a Letter Of Acceptance to start Qwest construction.
Negotiate with your Qwest Service Manager to agree on the
location of the mid point, type of termination, type of interface,
type of equipment, and the timelines.
 Establish a new ready for service date.


TRUNKING LIS over FGD
 CLECs that are also an IXC
– Utilize IXC FG D trunking to deliver Switched Access and
Exchange Service terminating to Qwest.
– Only in Arizona, Idaho, Montana, Utah, New Mexico,
Colorado, Washington and Oregon.
– Qwest uses a mechanized process to determine usage
billing
CLEC / IXC does not need to self-report
 CLEC / IXC does need to identify appropriate FG D CIC


Trunking MF for Redundancy
 MF Trunking as a back up, is available when Qwest does not
have an SS7 diverse route in a particular end office switch
– An alternate MF trunking arrangement may allow for
completion of your Customer’s calls, including ported number
calls, in the event of a failure of the SS7 network
– This functionality can be used when Qwest does not have
diversely routed SS7 signaling links to a particular end office
switch
– If you are interested in determining availability of SS7 link
diversity to a specific end office, contact your Qwest Sales
Manager

Trunking MF for Redundancy
 Should MF Trunking be available, an electronic letter to your
Qwest Sales Manager will initiate the development of a price
quote
 Qwest Sales Manager will send the quote to you within 35
business days
 An amendment to your Interconnection Agreement may be
required

Trunking MF for Redundancy
 Once you accept the price quote and the amendment has
been approved:
– Submission of an ASR will give authority to Qwest to bill for the
quote
– ASR should indicate “SS7 route diversity”
– Order the SS7 trunk group as primary high
– This trunk group should be ordered as if it were the only final
route
– Order the MF trunk group as alternate final
 When SS7 diversity becomes available, you will be notified
by your Qwest Sales Manager
– At that time disconnection of the MF facilities and trunks is
appropriate

Trunking MF for Redundancy
 In order for Qwest to complete your ported numbers:
– You will need to provide your Qwest Sales Manager a complete
list of ported telephone numbers to be routed to the MF trunks
in the event of a failure of the SS7 network
– As ported numbers are changed, added or deleted you will
need to send those updates to your Qwest Sales Manager
 All charges associated with MF Trunking will be identified in
the price quote and billed as non-recurring charges on a
BART bill

Trunking Single Point of Presence (SPOP)
 Single Point of Presence allows you to have one physical
point of presence per LATA
– SPOP enables you to deliver the following traffic to Qwest access
tandem switches:

Exchange Access (intraLATA Toll Non-IXC)

Jointly Provided Switched Access (InterLATA and IntraLATA IXC) traffic

Exchange Service (EAS/Local) traffic
– You will need to order direct trunks to the appropriate Qwest end
office, when there is a DS1’s worth of traffic (512 CCS) between
your SPOP and a Qwest end office routed through a Qwest
tandem

Trunking Single Point of Presence (SPOP)
 You can connect to all access tandems in the LATA or
implement the new waiver that Qwest has developed. Under
this waiver you may certify:
– All traffic you originate destined for subtending offices of the Qwest
access tandem where you are requesting a waiver is routed over a
Non-Qwest network
– You will not originate any traffic destined for subtending offices of
the access tandem where you are requesting a waiver
– You have no end users in the serving area of the Qwest access
tandem for which you seek a waiver

Trunking Single Point of Presence (SPOP)
 You may choose to use the Qwest access tandem for local traffic
– Where the traffic volumes do not justify direct connection to the
Qwest local tandem
– When there is a DS1’s worth of local traffic (512ccs) between your
SPOP and those Qwest end offices subtending a Qwest local tandem:

You will order a direct trunk group to the Qwest local tandem
-OR-

Alternatively you may terminate traffic directly on Qwest end office switches
– An amendment to your Interconnection Agreement may be required

Trunking Remote Office Trunking (ROT)
 ROT allows trunk side access to a Qwest remote office switch
that is part of a host-remote cluster when:
– you choose not to interconnect at the Qwest host switch or
tandem
– Qwest has arranged similar trunking for itself or other carriers
 If ROT is not available to Qwest for itself or other carriers, you
may submit a BFR to request switch retrofit
 For availability of ROT, contact your Qwest Sales Manager
 An amendment to your Interconnection Agreement may be
required

Pricing FCC ISP Order
 Adopted 4/18/01, effective 6/14/01 FCC order addresses ISP-
bound traffic charges carriers bill to and collect from each other.
 Qwest has adopted the Order in all 14 states.
 Must have been exchanging traffic with Qwest prior to 4/18/01
 Intercarrier compensation is capped (maximum):
– @ $.0015 per MOU from 6/14/01 - 12/13/01
– @ $.0010 per MOU from 12/14/01- 6/13/03
– @ $.0007 per MOU from 6/14/03 until further FCC action
– Exception: If state law or rate structure for ISP-bound traffic rate is
lower than the FCC rate caps, the lower rate or structure will apply.

Pricing FCC ISP Order
 Volume caps of ISP-bound traffic Qwest will pay intercarrier
compensation, in a given state:
– For 2001, cannot exceed 110% of total annualized number of ISPbound minutes for which entitled in first quarter 2001
– For 2002, cannot exceed 110% of 2001 compensable ISP-bound
traffic volume
– For 2003, cannot exceed 2002 compensable ISP-bound traffic
volume
 Qwest’s Offering:
– Three letters sent to CLECs since 6/14/01 to explain Qwest’s
adoption of the Order.
– An Amendment attached to the second letter offered compensation
options to the 251(b)(5) traffic.
