New approach to GA
For the new approach, it was proposed to
focus first of the low end part of the
GA activities, where the impact of the
actual regulatory system seems to be the
most harmful, and which includes also the
largest part of the GA stakeholders.
We proposed to identify this part of the GA
activity as Sport Aviation, by opposition
to transport aviation.
The new approach could then every time it
is possible be extended to the other GA
activities.

Impact on Safety Level
First Conclusion
Simplifying the initial airworthiness does not reduce the level of
product safety. Simplifying the installation of safety enhancing
features will lead to more modern aircraft, complying with higher
safety standards, with lower costs!
This is already reflected in the objectives of the ‘Part 23
reorganisation exercise’ (reduce certification effort by 50% and
double the safety).
The challenge of this task is the development of procedures which
will reduce the burden for product and organisational approvals,
but to ensure the necessary oversight.

These Standard changes/repairs are changes to a type
design and repairs in relation to mainly GA:
(i) aeroplanes of 5 700 kg Maximum Take-Off Mass
(MTOM) or less;
(ii) rotorcraft of 3 175 kg MTOM or less;
(iii) sailplanes, powered sailplanes, balloons and
airships, as defined in ELA1 or ELA2
