Role of Constituencies Development Account
Managers Sec 23 (1) (j), Sec 23 (9) and Sec 33 of CDF
Amendment Act (2007)

The Officers shall be Ex Officials in the
Constituency Development Committees;
Maintain accounting documents;
Preparation and submission of books of
accounts and other operational and
financial reports to the CDF Board and
also the CDFC as required on monthly
basis;
Maintain in files, all minutes of meetings
and submit copies of the same to the CDF
Board (CDF);

Keeps financial records for CDFC in liaison
with the District Accountant on financial
matters.
Keeping records and information relating to
CDF projects being implemented in the
constituency;
Maintain a register of all assets and liabilities
of Constituency Development Committee;
Liaise with District Departmental Heads in the
management of Constituency Development

Offer technical advise to Project Management
Committees and ensure maintenance of all
records and books of Accounts within the
projects in the constituency;
Prepare and maintain a list of all
constituencies projects for submission to the
Management Committee in accordance with
the CDF Act;
Prepare Community Action Plans, Annual
Work Plans and Budgets; and Strategic Plans
through participatory approaches as well as
guide the Constituency Development
Committees and Communities on Project

Network and collaborate with the
development partners operating in the
constituency to avoid duplication and
overlaps;
Co-ordinate the Implementation,
Monitoring and Evaluation of CDF projects
in the constituency;
Undertake any other duties that may be
assigned by the Secretary to the CDF
Board from time to time.
Endorse payment vouchers and imprest
warrants before they are processed by the
District Treasury;

Custodian of all assets in the
constituency and maintain a schedule
of liabilities and a fixed assets
register;
Maintain a Cheque Register for all
payments to projects undertaken in
the constituency under CDF
Programme;
Ensure all imprests are surrendered in
accordance with government
procedures and regulations and no
imprest should be issued before the
previous one is surrendered;
Role of the Hon. Member of Parliament in
CDF Management
• Constituting and convening the CDFC after
election as the Member of Parliament
• Renewing/ replacing members of the CDFC
after the expiry of their stipulated period of
office (three years) or whenever a vacancy
arises through resignation, incapacitation or
death.
• Convening consultative meetings at each
location of the constituency at least once
every two years to generate development
projects priority list for CDF funding

• To chair the CDFC unless he/she otherwise
decides and where an alternative chair is
chosen, to guide/advise the committee in
his/her capacity as the Patron.
• To represent the constituency in the District
Projects Committee that harmonies crossconstituency development projects.
• To legislate CDF management policies and
laws and to initiate periodic review and
desirable amendments of the same
whenever necessary.
Role of Government Departmental Heads

District Development Officers
DDO is the holder of the Authority to incur
Expenditure (AIE);
As AIE Holder, the DDO is the one who
receives CDF money from Nairobi on behalf of
the CDFCs and must sign a payment voucher
or Imprest Warrant first before the DA can
process it and issue a cheque;
Assist and guide the Project Management
Committees (PMCs) in implementing the
Projects;
Guiding the PMCs in the sourcing of goods
and services;
Oversee projects/maintain records of
disbursements of funds and
progress of the projects funded under the
Act;

District Accountants
• DA is the Mandatory signatory to all
CDFC Bank accounts in his/her district;
– Issue introduction letters to PMCs to
open bank account
– Compile monthly expenditure returns

DEO, DMOH, OCPD, DWO (Water), DWO
(Works), etc.
