NEW VOCATIONAL EDUCATION AND TRAINING STRATEGY IN ALBANIA Dorina RAPTI Head of VET Department Ministry of Education and Science June, 2012 The main focus Quality Assurance, Public and private partnerships with VET institutions will be the main way to quickly develop a VET innovative system. Education Vocational and Training in Albania supports sustainable economic and social development in the context of regional and European integration. Building up a modern and innovative system of VET, as requirements of labor market and continuous professional development and citizenship skills of youth and adults. VET PRIORITIES Improving VET FUNDING SYSTEM Further strengthen synergies between VET and the labour market. Improving infrastructure in VET schools Improving the Quality of Vocational Education and Training Promotion and improvement career guidance management in VET schools/centers Establishing of multifunctional VET centers and incorporate postsecondary level programs Increasing the attractiveness of vocational education General introduction on VET reforms in Albania The new LAW, no. 8872, dated 29.03.2002 “On Vocational Education and Training in the Republic of Albania", changed, The new structure of the VET System; Post-secondary education – New programmes (practice IT in Beqir Cela school, Veterinary management in UBT; laboratory assistant etc.) School Boards, School Autonomy, the self administration &financing, interships Multifunctional center in Kamza – It has started the building from IPA funds The promotion platform to promote the attractiveness of pupils and students to the VET There are open 17 new branches for Information and Communication Technology in all major cities of the country. There are under construction and reconstruction of five vocational schools with IPA funds. It will be more 2 other schools next year Teaching materials Career Guidance has been one of the important policy measures being undertaken in the Albanian education system. Entrepreneurship is one of the key competencies that is involved in our education system to promote creativity, initiative – Competition supported from British Council Self-assessment is an important reform in the context of quality assurance The new subject “Environment protection” in term of Sustainable Development Main Challenges in VET Improving VET funding system The AIM: Development and implementation of an incentive- and out-put-based VET funding mechanism to support this, built on government financial incentives as well as financial contributions from the private sector Supporting industrial attachment for students in longterm VET programs; Supportin g dualform VET programs for students; Upgrading the skills of employees for productivity improvemen t in companies and to enable employees to adopt emerging new technologie s; Supportin g VET graduates to start their own MSME (selfemployme nt).
