Time-wasting is when any player, including the goalkeeper, takes
longer than necessary to restart play. Especially when there is a
tactical reason to delay the restart. Referees should be sensitive to
this and warn or caution.
What is considered goalkeeper possession?
Goalkeepers are considered in possession and control of the ball is

thing else, except for an opponent, for greater than one second.
What should the referee do when the
goalkeeper has clear possession?
Referees should error on the side of safety and not allow a GK to be
challenged for the ball if they are already in control of the ball.
