The European Standard for NDT Personnel Certification, Latest edition 31/07/2008. Latest Issue of PCN General Document is Issue 6 dated 01/07/2010. Any changes at EN level affect the PCN documents. Monday, 06 July 2015 Lavender International NDT Ltd 5 Written Practice Where required by any Regulatory requirements and codes, the authorisation to work must be given in writing by the Employer in accordance with a Written Practice (Procedure) that defines any Employer required jobspecific training and examinations designed to verify the certificate holders knowledge of relevant codes, standards, equipment and acceptance for the product to be tested. Defines the certification procedure of the operator within the Company Quality System. Defines the responsibility of the Employer. This is best discharged through the Written Procedure which meets all the appropriate criteria and is commonly called “The Company Written Practice”. Usually a named Company representative is put into this document such as the Quality Manager with an appropriate Level 3 giving formal approval. Companies do not fully appreciate their responsibility in the certification process. The Company Written Practice must be the document which clarifies this process and meets the needs of the customer. Each sector of industry might have different requirements so a Written Practice is a unique document within each Company Quality System. Monday, 06 July 2015 Lavender International NDT Ltd 9 Candidates for PCN Certification Must prove experience has been gained under supervision of appropriately qualified personnel. Must complete a course of training at a BINDT Approved Training Organisation (ATO). Must undertake to abide by the code of ethics (CP27). If Self-employed assume ALL of the responsibilities described for the Employer. Monday, 06 July 2015 Lavender International NDT Ltd 10 Why Does Any Industry Require PCN? PCN is a Baseline Central Certification scheme meaning that ALL candidates will have to undergo very similar training and examinations whichever BINDT approved ATO (Approved Training Organisation) and AQB (Authorised Qualifying Body) they attend. Any Employer has confidence that a certified Individual has a known level of Competence. A Certified Individual can move easily from one Site or Employer to another. Monday, 06 July 2015 Lavender International NDT Ltd 11 Requirements for Visual Inspection at Level 2 Minimum 40 hours training. Minimum 4 months Work experience. Must have passed a satisfactory vision test within 12 months preceding any examination comprising Near vision Jaeger J1/Times Roman N4.5 at not less than 30cm and Colour vision such that the candidate can differentiate between colours used in the method as specified by the Employer. Monday, 06 July 2015 Lavender International NDT Ltd 12 Duties of a Level 2 Inspector A Level 2 Inspector is authorised to perform the following: Select NDT techniques and equipment. Interpret Standards and Specifications to create NDT Instructions. Set up and verify equipment settings. Perform and supervise inspection. Supervise ALL Level 1 duties. Interpret and evaluate results according to applicable acceptance criteria. Monday, 06 July 2015 Lavender International NDT Ltd 13 Syllabus of Training to Level 2 Purpose of NDT. Vision and the eye. Operation, limitations and disorders. Lighting, techniques, type and measurement. Use of magnifiers and lenses to prevent distortion of image. Material attributes and surface preparation. Direct or Remote inspection in accordance with current National Standards such as EN 13028 and EN 970. Ability to define the type of defect detected in relation to acceptance criteria. Replication of surfaces. Creation of NDT Instructions from Standards and Specifications. Monday, 06 July 2015 Lavender International NDT Ltd 15 Validity of Certification Normally 5 years from the date of Examination, however reasons for certification to become invalid are listed below. If the certified individual has a continuous interruption of at least 1 year. At the option of BINDT after a review of unethical behaviour (See CP 27). If a satisfactory vision test is not obtained at maximum 12 monthly intervals. Monday, 06 July 2015 Lavender International NDT Ltd 16 Conclusions Certification of NDT Personnel is a complex process. It is vital to know your customer requirements and your product sector specific needs. The Employer is responsible for giving the operator ‘the authority to work’. The complete process needs to be qualified within the Company Written Practice which is a part of the Company Quality System.
