A work plan was prepared by the Ministry of Industry, Trade and Marketing
– ensure that all stages in policy formulation are covered
– Cover budgetary requirements, preparation of TOR, coordination and
methodology to be used
– identify main stakeholders
– devising a methodology to ensure that interests of stakeholders are
accommodated
– A Steering Committee comprising of key stakeholders (key Ministries,
Donor community, Higher Learning Institutions, Research Institutions
and representatives of the Private Sector) and Chaired by the
Permanent Secretary, Ministry of Industry, Trade and Marketing was
formed.
•
Depending on the budget available, Trade Policy document can be
prepared by commissioning a Consulting firm or by using Government
experts nominated from key Ministries, Departments and Agencies.

Terms of Reference for the trade policy formulation process
Literature Review
• a review of other policies and strategies that have a bearing in the new
policy
• analysis of studies and research regarding trade and other related subsectors of the economy.
Involvement of Stakeholders - through
• Formation of a National Steering Committee – (members from different
stakeholders) - chaired by Permanent Secretary, MITM to steer the process
• Formation of a Technical Committee – (members from key stakeholder) chaired by Director of Policy and Planning, Ministry of Industry, Trade and
Marketing.
• Field research and consultative meetings – covering key stakeholders
throughout the country.
• National workshop - involve representatives of all key stakeholders

The role of stakeholders
– To provide input regarding situation analysis
– To provide input on existing challenges
– Propose/advice the government on policy instruments to be formulated
– Discuss and agree on the Draft policy
– Implementation of the policy once approved
Policy formulation (Draft Policy)
– The consultant or a Team of experts (after undertaking a situational
analysis by involving stakeholders through meetings, focused
discussions and consultative meetings) prepare a Draft Policy according
to the standard format provided by the Government.
– The Draft Document is presented to the Technical Committee and once
satisfied present it to the Steering Committee for guidance and
processing.

National Workshop
– Once the draft Policy is formulated by the Consultant and approved
by the Steering Committee, a National Workshop is conducted to
discuss the document and stakeholders recommendations collected.
– The Draft Policy is further improved using recommendations from the
National Workshop.
Government Approval
• The Draft Policy is submitted to the Inter-Ministerial Technical
Committee (IMTC) that comprises all Permanent Secretaries of the
Government Ministries for approval
• Once approved by IMTC, the Minister for Industry, Trade and
Marketing present the Draft Policy to the Cabinet for approval.
• The, Cabinet once satisfied with the content, approves the draft
policy ready for dissemination and implementation.

Entity with the main responsibility for trade policy making in Tanzania
The coordinator of Trade Policy making process in Tanzania is the Ministry of
Industry, Trade and Marketing. The Department of Policy and Planning in
collaboration with Departments responsible for Trade take a leading role.
