What is The Future
Horizons Programme ?
• Non Military run programme – 1 year trial
• Open to ESL’s from ITC and surrounding Catterick
area
• Opt In to programme for continued support after
discharge
• Helping transition – Cobseo objectives
• Focussed on Employment
• Partnership model made up of Cobseo members,
commercial welfare to work companies and
other 3rd sector organisations
Early Service Leavers - ESL
Early Service Leavers (ESL) are defined as Service
Leavers (SL) who are discharged:
Compulsorily from trained or untrained strength
and lose entitlement to any resettlement provision
OR
At their own request from the trained or untrained
strength, having completed less than 4 years’
service

Based in Hook Coy – linked into the existing process
2 Advisors – interviewing ESL’s pre discharge
Assessment of needs – registered on the systems
Central Employment Team track progress
3 Stages to the programme – no immediate help
required – standard job finding support – more
complex support needs
• Evaluation team track progress
• Final evaluation report in February 2013

• SEC’s report improved engagement with ESL’s
Progress / Early Findings
• Initial outcomes looking very promising
• Client feedback generally very good
• ESL’s want to work but lack confidence and doubt
their transferable skills
• Attrition rates very acceptable although on-going
engagement once discharged is difficult
• Circa 47 % employed - 60% evaluation cohort
• Model easily replicable in other areas
