Municipality and to the broader
national economy.
• Overall objective: Attract an
experienced private
operator/developer to finance,
develop, and operate Brezovica,
developing as a world class year-round
tourism and recreational facility for
both local and international visitors.
Implementation Overview

• Four eligible Bidders, but protracted
procurement process and other factors limited
interest in the opportunity.
• Full expectation of receiving at least two bids,
but at last minute, MK Group decided not to
present a proposal
• In accordance with paragraph 5 of article 32 of
Law No. 04/L‐042 on Public Procurement, the
Contracting Authority has the right to proceed
with contracting in the event that it receives
fewer than two responsive tenders, subject to
PPRC notification.
• Evaluation Committee requested and received
an expert opinion from international experts in
mountain resort design and business planning
to determine whether proposal meets ISC
objectives

Egis is a French engineering group principally involved in the areas of infrastructure and transport
systems, planning, water and environment.
French airport operator and an equity investor in the Pristina International Airport
concessionaire. They have committed to marketing and promotion of BRDP.
PROPOSAL OVERVIEW
Key proposal parameters:
• Development concept is flexible to meet demand levels and
contemplates a €410 million infrastructure investment over term of
project
• €165 million invested in capital improvements in the first three years
• 7000 beds spread over three villages connected by roads and shuttles
• Diverse multi-use facilities to ensure year-round tourism (including a
CDA-style aqua-park)
• Strong commitment to environmental sustainability
• Expected creation of 3050 jobs (923 on-resort positions), in addition
to temporary jobs associated with construction
• World-class ski facilities, with over 100km of slopes, modern
equipment, and highest safety and quality standards in the region
• Self-sustainable resort in which the private partner will be responsible
for all infrastructure (roads, sewerage, water treatment, utilities, etc.),
requiring no public investment
• Competitive resort pricing

Site Development
Proposal notes the need to preserve and integrate natural beauty and
existing site landscape.
Three distinctive areas designated for construction:
• The Village is the principal residential space and welcome center. It is
located at the bottom of the slopes, at 1,700 m high, where the
existing ski resort is and on the opposite southern mountain. The
space sits on 20 hectares and is 1.5 km long.
• The Valley hosts a recreational area with the implementation of an
Aquapark, and a 2,000 parking spaces located in the valley at 1,000m
high which completes a residential area. This avoids congestion of
the 7 km access road.
• The Hamlet to the West of the resort, a small hamlet of thirty to fifty
lodgings resides at the border of the woods, providing its inhabitants
an eco-tourism location.
