Registro Histórico
O LAR, primeiro laboratório de pesquisa e desenvolvimento do Ceará na área de
redes de computadores e tecnologia da informação, foi criado em 1985.
Em 1987 o LAR realiza o I Seminário de Redes Locais do Ceará, na antiga ETFCE,
hoje IFCE, com a presença de toda a equipe do Telemídia, laboratório da PUC-Rio onde
nasceu o GINGA, middleware do modelo brasileiro de TV digital (Rec H.761 do ITU).

Participante da implantação do Internet no Brasil, O LAR esteve presente na primeira
reunião em outubro de 1988, na USP, em S Paulo, tornando-se membro do Comitê
Gestor da Internet no Brasil (CGI.br).
Em 1996, o LAR promove a I Escola de Verão em Redes de Computadores na cidade
de Icapuí (CE), reunindo pesquisadores, estudantes e profissionais do Brasil
.

O LAR realiza, em 1997, o XIV Simpósio Brasileiro de Redes de Computadores
(SBRC) em Fortaleza, numa promoção da Sociedade Brasileira de Computação (SBC) e
do Laboratório Nacional de Redes de Computadores (LARC).
O LAR foi um dos responsáveis pela criação do Mestrado Profissionalizante em
Computação (MPCOMP) da Universidade Estadual do Ceará (UECE) e Instituto Federal
do Ceará (IFCE), em 2001.

Em 2004 o LAR participa do consórcio do Sistema Brasileiro de TV Digital (SBTV) que
definiu a arquitetura do modelo brasileiro de TV digital.
Desde de 2013, o LAR vem se especializando no uso das ontologias e sensibilidade ao
contexto para sistemas de governança em saúde.

A CONTEXT-AWARE FRAMEWORK FOR HEALTH CARE GOVERNANCE
DECISION-MAKING SYSTEMS: A MODEL BASED ON THE BRAZILIAN DIGITAL TV
ABSTRACT

This paper proposes a governance decision-making framework for public health care
systems. It encompasses and integrates data about family homes in a new intelligent health
care information system. In order to support end-user interactions, the framework has been
built on the GINGA middleware developed for the Brazilian Digital TV, whose full access
will be country-wide in 2015. Based on five governance fields, namely knowledge, normative,
clinical-epidemiological, administrative, and shared management, the framework relies on
an Optical-WiMAX communication infrastructure (Brazilian Digital Belt), which will reach
82% of urban population in the Ceará State. In addition, we present a case study showing
how the framework could be used for improving health care governance decisions.

CLARIISA, UMA PLATAFORMA PARA A INTEGRAÇÃO DE DADOS PARA UM
SISTEMA DE GOVERNANÇA EM SAÚDE

RESUMO
Lariisa é um sistema inteligente para tomada de decisão em gestão da saúde. Este
artigo apresenta o Clariisa, uma plataforma de integração de dados para o Lariisa.
O objetivo é permitir a integração de várias bases de dados em saúde, com
diferentes questões de governança envolvidas, possibilitando a interoperabilidade
entre estas diversas fontes de dados. Um protótipo está sendo desenvolvido
utilizando os conceitos do Framework Linked Data Mashup - LDMF, com Linked
Data Mashup Service - LIDMS. Com isso, o Clariisa possibilitará a construção de
mashups Linked Data com integração de dados de saúde de entidades públicas e
privadas.

APPLYING ONTOLOGY AND CONTEXT AWARENESS CONCEPTS ON HEALTH
MANAGEMENT SYSTEM: A DENGUE CRISIS STUDY CASE
ABSTRACT
This work presents the prototype of the LARIISA, a context-aware framework that makes use of intelligent
mechanisms for helping decision-making on health management system. It allows the implementation of
ontologies reflecting different levels of public health (e.g. state-wide, locality-wide, etc.) mirroring LARIISA’s
Local and Global semantic model. The prototype collects context-aware information about the family health by
using LISA - LARIISA Integration System - a highly expansible system that aims at facilitating the inclusion and
exclusion of context providers. It uses SISA, a health management application able to perceive the status of
emergency epidemiological and adapt itself in real time to a risk situation. This way, the LARIISA prototype can
direct the health care worker to verify and troubleshoot an epidemiological problem or detect new outbreaks of
dengue, for example. The epidemiological map visualized by the health managers (doctors, secretaries of health,
state government, etc.) can contribute to decision-making in a fast and efficient manner.

APPLYING ONTOLOGY AND CONTEXT AWARENESS CONCEPTS ON HEALTH
MANAGEMENT SYSTEM: A DENGUE CRISIS STUDY CASE

ABSTRACT
Context-awareness has been successfully included in the mobile device applications due mainly to the
presence of numerous sensors and the access to several communication networks. Therefore, this paper
presents a context-aware framework based on geolocation for a health care governance system. While
enabling remote health diagnosis of a patient using his/her own mobile device, the proposed system enriches
the patient’s health data with geolocation before sending it to the Lariisa framework, an intelligent platform
to support decision-making in public health governance. In order to collect information about a patient’s
health status, the proposed application uses mobile devices equipped with medical sensors. While remotely
registering a patient’s health diagnosis using a mobile device, the system allows the creation of an enriched
description of the user context (e.g. weather, location, and date). The main contributions related to our
framework include patient health diagnosis provided remotely, support for decision-making health systems,
and context information for context-aware health systems.

INTEGRATING MOBILE DEVICES IN A BRAZILIAN HEALTH
GOVERNANCE FRAMEWORK

This work presents a proposal for integrating Context Providers to the LARIISA - a
project that makes use of intelligent systems for helping decision-making in the area
of public health governance. The context providers gather information about
concerned communities and will allow the implementation of ontologies reflecting
different levels of public health governance (e.g. state-wide, locality-wide, etc.)
mirroring LARIISA’s Local and Global models.To connect LARIISA and context
providers, we proposethe LISA - LARIISA Integration System- a highly expansible
system that aims at facilitating the inclusion and exclusion of context providers,
even if they have not originally been conceived for the LARIISA interface.

AN INTEGRATED DEVELOPMENT ENVIRONMENT FOR BUILDING
SEMANTIC CONTEXT-AWARE APPLICATIONS

ABSTRACT
Context-awareness is an important feature for e-health applications since it allows
taking into account users’s situation and environment in the decision-making.
However, the development of such applications introduces another level of
complexity that often complicates their development and maintenance. This paper
proposes an Integrated Development Environment (IDE) to assist developers in
implementing e-health context-aware applications and enriching them with
semantic information using ontologies about contexts. This work presents the
architecture, specification and prototyping of the proposed IDE as well as the
results obtained in Lariisa, a project about governance and decision-making in ehealth systems.

RESUMO
Ferramentas de apoio à decisão são empregadas em larga escala em diversas áreas
de gestão. No Brasil, através da cooperação entre o DATASUS, departamento de TI
do Ministério da Saúde, e instituições de pesquisa e ensino, estão sendo
desenvolvidas ferramentas para tomadas de decisão em saúde pública. Este artigo
apresenta um framework sensível a contexto para agilizar o desenvolvimento de
aplicações baseadas em ontologias e geolocalização na área de governança em saúde
no projeto LARIISA, uma plataforma inteligente para a tomada de decisão em
governança em sistemas de saúde. O LARIISA é uma das soluções de interesses do
DATASUS.

managing individuals’ physical activities at home. Unfortunately, most of the developed
products have been so far expensive and could not be afforded by the large majority of
the population, especially in underdeveloped countries. Therefore, developing a low-cost
system accessible to large portion of population in these countries or even in developed
ones (Classes D and E) is still necessary. This paper presents a project called Diga-Saúde
which proposes to develop a low-cost system using mobile phones and the Brazilian settop box (stb) receptor for digital tv to provide home care services. Diga-Saúde is part of a
larger project called LARIISA, a governance supporting framework for public health
systems centered on the family.

SUCO
The SuCo (Subjective Constraints) Project introduces a new
concept about the perception of Quality of Service (QoS) in
Always Best Connect (ABC) networks on the future
heterogeneous mobile networks.

ABC refers a set of access services selection criteria and
mechanisms that allow users to get connected to various services
in a nearly optimal manner. SuCo Project extends the QoS vision
from the network to the user.

Possui graduação em Eng Elétrica pela (UFC (1982), fez mestrado em Sistemas de Computação na
PUC-Rio (1987), Doutorado em Informática na Université Paris VI (1993) e Pós-doutorado em
Telecomunicações no King´s College London (2003) e na University of Ottawa (2010).

responsável no MC o Sistema Brasileiro de TV Digital. Como Secretário Adjunto de C&T do Ceará
