PUBLIC PRIVATE PARTNERSHIP
SCENARIO
PARAMETERS FOR PUBLIC PRIVATE PARTNERSHIP (1)

Government of the Punjab will provide an equity/grant of 35% of the project
cost in shape of land for road & economic zones.

The Concessionaire will provide an equity of 20% of the project cost and
arrange commercial loan for remaining 45%.

An interest rate of 17% has been assumed for the Loan.

The Concessionaire shall collect toll from entire Ring Road.

Developed land in Economic Zones has been assumed to be sold out by the
Concessionaire within five years after completion of its development.
PARAMETERS FOR PUBLIC PRIVATE PARTNERSHIP (2)

All construction and O&M costs shall be borne by the Concessionaire.

The loan shall be paid back by the Concessionaire in 10 equal installments.

Concession Period is 17 years including grace period of two (2) years i.e.
construction period.

Insurance during construction has been taken @ 1%.

Miscellaneous charges for loan arrangement have been taken @ 3% of the loan
amount.

Price escalation at 10% has been included in Revenue and Cost Streams.
