Mission Statement:
The mission of the Combined Federal Campaign is to support
and promote philanthropy through a voluntary program that is
employee-focused, cost-efficient and effective in providing all
Federal employees the opportunity to improve the quality of life
for all.
What is the CFC?





The Combined Federal Campaign (CFC) is
the annual fund-raising drive conducted by
Federal employees in their workplace each
fall.
The CFC is exclusively for:
Civilian Federal Employees
Military Personnel
United States Postal Workers
WHAT IS THE CFC?
The Story


The Early Years
Fundraising in the early Federal workplace can be traced
back to the late 1940’s
Prior to the 1950’s, on the job fundraising in the federal
workplace was an uncontrolled free-for all. Agencies,
charities, and employees were ill-used and dissatisfied.
Some of the problems were:



No specific period of charitable solicitation; they were done
throughout the year.
Quotas for agencies and individuals were freely established
and supervisors applied pressure to employees.
Designations were not allowed.
The Story Continued




In 1961, President Kennedy gave formal authority to
permit fundraising in the Federal workplace and
authorized the U.S. Civil Service Commission to
develop guidelines and regulate fundraising in the
Federal service.
In 1964 the first “combined” called CFC were
conducted in select federal locations
On March 3, 1971 President Nixon announced that
the CFC would be the uniform fundraising method
for the Federal Service.
It continues to be the largest and most successful
workplace philanthropic fundraising model in the
world.

Why the CFC?



CFC eliminates year-round solicitation by
charitable organizations of Federal employees in
the Federal workplace
CFC offers a donor the convenience of using
payroll deduction to make charitable
contributions.
CFC lists only agencies that are pre-screened for
eligibility by your LFCC. The Office of Personnel
Management also verifies that every agency is
recognized by the IRS as a 501 (c)(3) nonprofit
agency.

1. Personal information
Clearly print your name (Last, First) and check the appropriate box (military or civilian).
2. Federal Organization
Name or abbreviation of the office you work for.
Check the appropriate box.
3. Work information
Provide the name of your agency and a daytime phone number. It will be helpful to the CFC auditors in case there is a question about your pledge.
4. Social Security Number
Fill in your social security number to authorize payroll deduction. Your SSN will not be used by the CFC office.
5. Contribution amount
For military payroll giving (12pay periods) or civilian payroll giving (26 pay periods), enter the AMOUNT of your gift per pay period, then the TOTAL GIFT amount for the
year 2013.
6. Cash or check giving
Please write in the amount of your gift. Make all checks payable to CFC or Combined Federal Campaign.
7. Designating your gift
Fill in the five-digit code number of the charity or charities you prefer. The NEW FIVE-digit code numbers are listed, with the agencies’ names and descriptions, in the 2013
Charity Listing. Under ANNUAL AMOUNT, indicate how much of your total annual gift you want to go to each agency
(Note: You may also write “IIII” for distribution to all charities listed in the international section. Undesignated funds distribution will be made in the same proportion as every
agency’s overall designated percentage.)
8. Choose to release your information
For your name to be released to designated charities, write in your name and provide the address you wish them to have. Without your authorization, the CFC office is
prohibited from releasing your name to the organization(s) you support. Authorized names and address of donors will be forwarded to the recipient charities at the close of the
campaign.
9. Sign and date the form
If you are giving through payroll deduction, this authorizes your payroll office to begin deductions in January 2014.
Top 5 Common Errors





1. Illegible. If it is unreadable, the pledge may not
be processed correctly.
2. Monthly gift is listed as the annual gift-when
specifying your gift to each agency fill in the
ANNUAL AMOUNT.
3. Designation to an invalid agency code. Pledges
can only be made to agencies listed in this
campaign’s charity listing.
4. Pledge card is not signed. Payroll deduction
cannot be authorized if the pledge card is not
signed.
5. Social Security Number or Employee ID is not
provided – payroll deduction can not be authorized
without the SSN/EID
CFC Pledging
CFC donations are distributed ONLY to the charitable
agencies that were designated by a donor. If a
donor “Does Not Designate”, (i.e., leaves the
designation area of the pledge card blank) their gift
will be shared among all agencies in the brochure
proportional to the amount that the agencies
received in designations.

Keyworker turn in procedures
Pledges received from donors should be turned in on a weekly
basis to the designated campaign person (Campaign
Coordinator, Sponsored Representative or PCFO Staff)
Campaign Coordinators or Keyworkers are responsible for:






1 Distribution/Collection of Paper Pledge Card
2. Verifying that the pledge cards are legible and
filled out completely and accurately
3. Ensuring that cash and check contributions,
match the amounts indicated on the pledge
forms and key worker envelope.
4. Verifying the total pledge matches the amount
designated to the charity
5. Verify the use of five digit charity codes
6. Batching the pledge cards
a) Copy #1 is for payroll office. Payroll
deduction pledge cards are signed, and
include SSN or EID.




b) Copy #2 is for PCFO. If it is a cash or check
pledge secure to the yellow copy with paper clip (NO
STAPLES!) and place in keyworker envelope)
c) Copy #3 for the donor for tax records. If the
donor turns in all 3 copies be sure to return this copy
to the donor.
7. If a confidential pledge is made, it should not be
recorded with any of the reported totals. Confidential
envelops should remained sealed until processed by
the PCFO. Simply put the number of confidential
contributions made at the top of the keyworker
envelope.
