• Defines and documents the product and
project features that are required to meet
stakeholder expectations and requirements
• “Requirements” are the conditions and
capabilities that must be achieved
• Requirements must be documented in
sufficient detail to allow measurement
• The identified expectations and requirements
will be used in other processes, such as cost,
quality, and schedule planning

Create WBS
• Creates the detailed project work
breakdown structure
• Done by breaking the project down
into manageable pieces known as
work packages.
• The WBS is intended to show all of
the project work (scope). The WBS
shows work only – not time.

• WBS is a hierarchical, graphical
representation of the work. This forms
the scope baseline for the project.
• Derived from the Scope Statement and
the associated deliverables.
• A WBS dictionary may be used.
– Details specific elements of the work
packages depicted in the WBS.
Details such as who does the work,
skills, account codes, unique
definitions are included
Work Breakdown Structure
• A deliverable-oriented grouping of
project work that organizes and
defines the total scope of the project
• Work not in the WBS is outside the
scope of the project
