Fixing the skills gap: Strengthening local initiatives in Saxony-Anhalt Henrik Webel Desk Officer, Chancellery of the State of Saxony-Anhalt Contact: [email protected] Internet: www.fachkraefte.sachsen-anhalt.de Starting with two theses… Thesis 1: There are diverse opportunities to fight skills shortage by different players on different levels. Goal: -systematic activation of all stakeholders and coordination of their interaction Thesis 2: The development and implementation of decentralised (local) concepts / initiatives against skills shortage can be strengthened by establishing a suitable framework including meaningful support on a higher level (here by the Land Saxony-Anhalt). Goal: -implementation A short view of the different levels … General Framework for strategies to fight skills shortage due to demographic change On European/ national level: Giving a general framework, e.g.: •Support instruments like ESIF •Principle of free movement of workers within the EU •Federal government's skilled workers concept On regional level (Saxony-Anhalt): Agreement on skills in demand (“Fachkräftesicherungspakt”) describes features of and makes recommendations to address the skills shortage in Saxony-Anhalt concluded by the relevant partners, including •Educational policy •Active employment policy •Regional economic policy On local level: Relevant fields e.g.: •Supporting the crossover from school to vocational training •Improving location attractiveness for skilled workers and enterprises Challenges in activating local players… 1. Sensitisation: Local players and stakeholders have to be aware of their responsibility and know opportunities to fight skills shortage. 2. Support for local players. 3. Facilitate ‘mutual learning’: Ideas, experiences and problemsolving approaches are known and can be applied. (Keywords: ‘lessons learned’ and ‘good practice’) 4. Efficient PR-work: Successful approaches have to be made public and can be used as good examples.
