A Minus Sign (-) Means a School’s 2011 Growth Score (One-Year) has
Declined by at Least One-Tenth of a Point from its 2010 Baseline Score
No Plus (+) or Minus (-) Sign Indicates a School has Shown No Growth
or Improved its Baseline Score, But Not Enough to Meet its 2011
Growth Target
Determined by Comparing a School’s 2010 Baseline School
Performance Score to its 2011 Growth Performance Score
Unlike Traditional Grades, Plus/Minus Indicate Growth – Not Higher

Our Challenges
In 2011, 44 Percent of Our Schools Earned D’s and F’s.
Nearly One-Third of Our Students Are Not at Grade
Level.
While 65 Percent of Our Schools Improved This Year,
That Means More Than One in Three Did Not.
Statewide, While the Number of Schools With SPS
Below 90 (D’s and F’s) Is Shrinking, at Their Current Rate
of Growth (2.0 Points in 2011), It Will Take Far Too Long
to Eliminate D and F Schools.

Recovery School District – A Model For
Whole-Scale Reform
• For the Third Straight Year, RSD Ranks Highest in
Percentage of Gains Achieved from One Year to the Next.
• RSD Schools Improved to Achieve an Average Gain of 6.7
Points or 11 Percent -- More than Three Times the
Average Statewide Gain for All Schools (2.2 Points, or 2.4
Percent).
• If Current Standards Had Been in Place in 2008, 76
Percent of RSD Schools Would Have Earned an F. Today
That Figure is Down to 44 Percent for RSD schools
statewide, and 36 Percent for RSD New Orleans Schools.

Louisiana Schools Are Steadily Improving,
But Not Quickly Enough.
• In 1999, We Set 10 and 15 year goals. (State, School, and
District Averages of 100 by 2009; 120 by 2014.) We Are Not
On Track To Meet This Goal.
The First State Baseline Performance Score in 1999 was
69.4 – compared to 93.9 in 2011, Representing Increase of
More Than 35 Percent. Still, We Are Not Meeting Our
Goals.

In 2011, Almost One Out of Three Non-Alternative Schools, or 29.2
Percent Made Honor Roll (A’s and B’s).
Based on 2011 SPS, Nearly Ten Percent of Schools Are Within Five Points
of Earning Honor Roll.
After Implementing School Letter Grades, 65.1 Percent of Schools
Statewide Achieved Gains from 2010 to 2011.
If 2011 Standards and Letter Grade Scale Would Have Been in Place Last
Year, Comparing School Performance Scores in 2010 and 2011 Reveals
the Following Improvements:
• 22.6 Percent in the Percent of Schools Earning As and Bs.
• A Decline of Almost 10 Percent in Schools Earning D’s and F’s
