WAYS OF ORGANIZING PRE-SCHOOL EDUCATION
IN KOSOVO
Pre-school education in Kosovo is
organized in the following ways:
• In public pre-school institutions
• In private pre-schools institutions
• In pre-primary classes
• Community based centers

ACHIEVEMENTS
 Pilot training for implementation of the document for
development and learning standards in early childhood (age 0-6)
is conducted.
- development of seven training modules
- Training of educators in seven pilot municipalities
- Evaluation of the piloting process
- Preparations for the implementation of the second phase in
cooperation with Pedagogical Institute in Kosovo.
 Faculty of Education has opened the new programme/course for
early childhood education, which covers the age 0-3. This
programme is expected to start this academic year.
The majority of primary schools have ensured enough space for
pre-primary classes in the existing and new school buildings ,
where it has started to be implemented the administrative
instruction nr.47/2007, which obliges the pre-primary educator to
work with two educative groups and this has an impact in enrolling
more children in pre-primary schooling.
It has started the establishment/building of pre-school institutions
in public-private cooperation. Similar one was done in
municipality of Deçan and similar practices are being followed in
Prishtina as well, where there are 2 similar institution being build.
 It was launched the awareness campaign for the importance of
investment into childhood education with the moto “your star”
which started on 1st of June and ended on 1st of September 2012.
The aim was to increase the enrollment rate of children into preschool level.
 Similar campaigns continued in 2013 as well, which started on 1st
of June on Children International day. Since three years now,
MEST is organizing every year the olimpics games “Games
without borders” for pre-primary children of age 5-6.
 It has been developed the core curriculum for pre-primary school.
PRIORITIES
• Pre-Primary school becomes obligatory
• Implementation of the Standards for development and learning
in early childhood 0-6 age
• Increase in enrollment of children in pre-school/pri-primary, by
using many alternative forms
• Development of the pre-school curricula in the view of Kosovo
Curiculum
• Proffesional development of the educators
• Increase of awareness for early childhood education
CHALLENGES
 Unsificient budget
 The enrollment of children into pre-school education is
not in the desired level.
 Lack of public pre-school institutions
 Lack of physical space in primary schools for enrollment
of children of pre-primary age (5-6)
 Low awareness for the importance of education in early
childhood education
 Licensing of private pre-school institutions
 Sustainability of community based centres
