ECDC mandate in training
Founding regulation (EC) No 851/2004: "Article 9.6. The Centre shall, as appropriate, support and coordinate training programmes in order to assist Member States and the Commission to have sufficient numbers of trained specialists, in particular in epidemiological surveillance and field investigations, and to have a capability to define health measures to control disease outbreaks."

Challenges
1. Reduce existing inequalities in the capacity of EU Member States to detect and respond to CD health threats and differences in approach.
2. Maintain an appropriate balance between the development of a EU capacity while strengthening Member States.
3. Reach all targets of public health professionals that are involved in CD prevention and control.
Training strategy
• 2005, first consultation with Member States • Annual meeting with Competent Bodies • Periodic updates and feedback, ECDC Advisory Forum • Country visits for training resources and needs assessment • Assessment tools – questionnaire on training resources – analysis on needs, through discussion and ECDC core competencies in field epidemiology
Target 2013
“By 2013 the ECDC is the Key Reference Centre in the EU for Capacity Building through Training for Prevention and Control of Communicable Diseases and Diseases of Unknown Origin” (ECDC SMP 2007-2013) Three Strategies to achieve this target: 1.
