Hierarchy of Entities
• One District contains many Assembly Constituencies
(AC).
• One AC contains many Parts
• In J&K, 22 Districts have 87 ACs & >9500 Parts
• A Part is also known as Polling Station or Polling Booth
• A Part in Database is a collection of elector’s records
• It also has a geographical location, e.g., in a government
school

Starting CEO Services
• Open the http://www.jkbkhidmat.com portal
• After login, go to “Quick Links” and click “CEO Jammu
and Kashmir”
• You will be re-directed to the website of Chief
Electoral Officer, J&K (http://ceojk.nic.in)
• Click on the link “Online Registration”
• Login using your VLE ID and Password.
• Complete the Profile.

Forgetting Password
• In case you have forgotten your password, you
can regenerate it as follows:
• One the main page of e-filing
(http://ceojk.nic.in/efiling/auth_pages/adminlogin.aspx)
• Click the option “Forgot Password”
• In the next screen, fill up your user ID (Mobile Phone
number, CAPTCHA and click “Send Code”
• A code (OTP) would be sent to your mobile number.
• Use it to Login as usual and do not forget to change the
password during the session itself.

• The “Serial Number in Part” is to be filled when the applicant
already has a relative enrolled somewhere.
• The relative’s Elector card number, District name, AC Name and
Part Name also should be filled in order to tag the applicant with
his correct “family” in the Rolls.
• Once this is done, many values on the right hand side (address
component) of the form would get populated.
• Photo (JPEG; <= 20 KB) and Supporting Documents
(PDF;<=1 MB) must be uploaded.
• CAPTCHA is mandatory
• Permanent Resident means “State Subject”.
• Once you click “Submit” the receipt would be generated on the
JKB Khidmat Portal.

• Choose the radio button “By Application” and click
“Show Record”
• The existing details would be displayed.
• Enter Objectioners’ Details (person who is asking for
deletion)
• Specify actual “Reason for Deletion”
• Supporting documents is optional.
• CAPTCHA is mandatory
• Click “Submit” to finish or “Reset” to retry.

Number of Elector
• Choose the radio button “By Application” and click “Show
Record”
• Once the details are displayed, click “Edit” to enable editing of
particulars.
• Elector’s Name; Relation’s Name; Date of Birth; Gender;
Relationship Type; Domicile Status are editable.
• Photo / Image can also be replaced.
• Supporting documents is optional
• CAPTCHA is mandatory
• Once over, click “Update” to finish the task.

Choosing Options
• You can search either on the basis of Elector’s Name
or his/ her EPIC Card Number.
• Once a language is chosen, the entry of elector’s name
should be made in that language (Default Language:
English)
• EPIC Card Number should be entered in Full if that
search option is selected
• Choosing District, Assembly Constituency and Polling
Station is Optional.
• Entering CAPTCHA is mandatory.
• After making all entries, click “Search”

Preliminary Steps
• Choose the option “Citizen” and click Login.
• For being able to lodge a complaint, one has to first
become a user of the System by clicking the “New User
Registration”
• An SMS (Verification Code) is sent to the Mobile
number specified by you.
• Complete the formalities / User Profile.
• A Main Menu is displayed for lodging/ viewing and
tracking complaints.
