THE UNIVERSIT Y OF BATH GOVERNANCE
STUDY OCT 2008
 The status of the clerk to the governing body should
be raised
 The clerk should not work in the school in a different
capacity to reduce the potential for conflicts of
interest
 Training for new governors, chairs and clerks should
be compulsory

GOVERNING OUR SCHOOLS: A REPORT BY
BUSINESS IN THE COMMUNIT Y
OCT 2008
 Every school should have a trained clerk
 Training and accreditation for clerks should be
compulsory
 Their pay should be commensurate with their
importance
 The authors likened the role of the clerk to “the roles
of Company Secretary, one of high status, requiring
training and accreditation, and Clerk to the Justices”

OFSTED KNOWS YOU MATTER!
 The role of the clerk to the governors is pivotal to ensuring
that statutory duties are met, meetings are well organised
and governors receive the information they need in good time.
Consequently, governors come to meetings well prepared and
with pertinent questions ready so that they are able to provide
constructive challenge.

CLERKMATE
 a web-based system developed specifically to assist clerks as
they play their part in achieving outstanding school
governance
 At the beginning of each school year the clerk configures
Clerkmate with the information that will drive the system
through the year:
 Areas of Responsibility
 People
 Committees
 School Calendar
13/04/2015
www.thegovernor.org.uk
25
AGENDAS
 Fourteen days before a meeting Clerkmate automatically
emails the clerk and governors to remind them that the
agenda for the meeting is due out in seven days and items for
the agenda must be submitted as soon as possible.
 At any time the clerk can work on the agenda for the meeting.
The following items will be added automatically:
 Standard items (e.g. minutes of last meeting, matters arising)
 Apologies (generated as a result of people clicking on the
Apologise link in their reminder email)
 Statutory responsibilities from the School Calendar (e.g.
“Review Child Protection”)
13/04/2015
www.thegovernor.org.uk
26
AGENDAS 2
 The clerk can now add, edit, delete and re -order the agenda
items. They can also choose to bring forward an item to the
next meeting if they know that it cannot be dealt with at this
meeting.
 When it is complete the clerk confirms the agenda and a link
to the agenda is automatically sent to all members of the
committee. Clerkmate is now ready for the meeting itself.
13/04/2015
www.thegovernor.org.uk
27
MINUTES
 The agenda is displayed on the screen and the current item is
highlighted.
 The clerk can add any amount of text underneath the current
item heading.
 Once the minutes are ready the clerk confirms them and an
email is sent to every member of the committee with a link to
the minutes.
 Clerkmate sends an email for every action in the minutes to
the person to whom the action was assigned. This email has
three links for the recipient to click on – “Acknowledge”,
“Completed” and “Bring Forward”. If no link is clicked within
seven days the clerk is alerted.
 Actions are automatically added to the agenda for the
following meeting as matters arising.
