State Route: an ESR must be submitted to Sam Mead for special waste
processing for any project which involves acquiring R.O.W. in the name of
the state or digging – ANY depth – in state R.O.W. PESA Clearance or “inhouse” sign-off documents must be attached.
Non-State Route: The local agency must submit a letter confirming that
they have followed the special waste screening criteria per BLRS Manual
Section 20-12.

Bridge Condition Report (BCR)

Complete BCR is required for all rehabilitation projects no
matter what funding type is and should include the
following:





Results of visual inspection
Verification or reuse of existing bridge elements
Color photos and justification for the rehabilitation
For total bridge replacement, an abbreviated BCR is all
required for Federal funding projects only
Preliminary Bridge Design and Hydraulic Report
(PBDHR) – BLR 7-2.02

Installation of new Traffic Signal on Non-signalized
Intersection
Signal Warrant is required
Will be processed as CE 1 (BLR 19100)
Provide present traffic capacity with IDS. Minimum level
of service D (3R) – the intersection should be designed to
accommodate design year traffic and IDS shall be
prepared.
 Obtain all ESR clearances (Bio, Cultural, Special Waste) if
required
 Provide Auto Turns
 Note: If there is no existing or proposed traffic signal in the
intersection, no IDS is required, but you need to submit the
following:







4-Way Stop Signs (To be used as Termini)
Check Manual on Uniform Traffic Control Devices
(MUTCD) if 4-Way Stop Sign is still warranted
 If the 4-Way Stop Sign is used as Termini, the
following are required:

Capacity Analysis for the need for the right and left turns
 IDS (See Highway Capacity Manual for IDS for 4-way stop
signs)
 Note: Normally treat it like 2-phase signal IDS

Use 2040 Traffic for Complete Reconstruction
 Use Present Traffic for 3R project


2-Way or 3-Way Stop Signs (To be used as

Check warrants for signals
 If signal is not warranted, then leave it alone (no IDS

movements (plans, profiles, typical sections, Auto
Turns)


Roundabouts
Will be processed as CE 2
 2040 Traffic Projections are required
(New/Reconstruction)
 IDS is required for 2040 Traffic Roundabouts


NOTES for 2040 Traffic Projections





Projects that are going to public hearing in 2011, or
receiving a design approval in 2011 should use 2030
Traffic Projections
Projects that are going to public hearing in 2012,
targeting Design Approval in 2012 or have committed
schedules, use “2040 sensitivity analysis” rather than
full blown conversion to 2040 Traffic Projections
Projects targeting Design Approval in 2014 and after,
use 2040 Traffic Projections
All new projects, use 2040 Traffic Projections
Air quality and noise analyses, use 2040 Traffic
Projections if Design Approval is in 2011
SAFE ROUTE TO SCHOOL (SRTS)






SRTS awards are “do not exceed” amounts. The
project sponsor is responsible for any cost overruns.
If you ever have any questions about Safe Routes to
School, please feel free to contact the Safe Routes to
School Coordinator at [email protected].
Once the sponsor has entered into an agreement with
IDOT, there is a three (3) year deadline to complete
the project.
ALL SRTS infrastructure projects will be brought to a
Coordination meeting for review.
All projects are expected to be completed to scope as
outlined in the approved SRTS application.
Any project scope change must be completely ADA
compliant.
CRITERIA FOR PROJECTS WITHIN
THE FLOODPLAINS

IDOT Criteria if IDOT roadways involved:
Fill in floodplain fringe (not roadway) requires no IDNR-OWR
permits, nor does it mandate compensatory storage for fill in
floodplain fringe.
 IDOT performs floodplain encroachment evaluation to
determine if compensatory storage needed. Chapter 26-7.05 of
BDE should explain each project category. Use your
engineering judgment to pick which category. Use
engineering judgment to determine if compensatory storage is
needed or not.
 If IDOT project (IDOT roadway), IDOT design, letting and
construction, no local permits needed.


Local Criteria (Even if an IDOT roadway is involved):
What is the local floodplain ordinance criteria for floodplains
(fringes) and floodways? Locals should know.
 Do you have right of way/time/resources, etc., to follow the
criteria?
 If locals lead the project (design, letting and construction),
Local permit may need to be obtained?

MOTOR FUEL TAX (MFT) ROUTINE
MAINTENANCE ITEMS

BLRS issued Procedure Memorandum (PM) 2009-04 on 10-13-09 to
define a new group II-B so that IDOT will require less oversight for
items eligible for Group II-B. Routine maintenance items are defined
as follows:














Snow Removal
Street Sweeping
Lighting and Traffic Signal Maintenance
Cleaning Ditches and Drainage Structures
Tree Trimming and Removal
Mowing
Crack Sealing
Pavement Marking
Shoulder Maintenance
Limited Amounts of CC&G Repair
Scour Mitigation
Pavement Patching
Minor Drainage Repairs
Submit


BLR 14230 Resolution, BLR 14231 Maintenance Estimate,
BLR 14310 MES, and BLR 05520 for Engineering (if required)
EMERGENCY REPAIR PROGRAM
(ERP)


Since ERP funds are State dollars, projects funded in whole with ERP
funding or a combination of local and ERP funds shall follow MFT
procedures. If ERP funds are combined with a Federal fund source,
federal procedures will govern.

Job Request Form (JRF)
BLR 05323 for the joint funding agreement
Preliminary Engineering Agreement may be included on the same
agreement with construction and will require an engineering agreement
approved by the district.

Projects will be locally let per MFT procedures unless combined with a
federal fund.
Invoice Payments for Construction: As specified in the joint agreement,
district may prepare an invoice for 95% of the contract low bid cost upon
execution of the construction contract. The remaining 5% of the contract
cost will be reimbursed upon completion of the project.
