Identification mandatory
for all dogs and cats
- National laws on conditions for breeding kennels
and puppy trade under public authority supervision,
including identification and registation of all dogs
and cats before leaving their birth kennel or before
3 months of age at the latest.
- Identification should be made only with microchips
compliant to ISO 11784 and ICAR rules
- Id numbers should include country code

Protection against frauds
Proper microchip – Country of origin
- animals should be identified in their
country of birth and registered in a database
established in that country
- Id numbers should include country code
- selling or implanting non ISO/ICAR
compliant microchips for pet identification
should be prohibited and prosecuted

Protection against frauds:
Veterinary certification
-Identification considered as a veterinary act. If
non veterinary implanters are allowed, they should
demonstrate specific qualification criteria and be
registered to the public authority.
- When establishing a passport, veterinarians
should check that identification data have been
acurately registered in a local database.
- Passport should be unique, registered, traceable

exported. Only mandatory registration is

In a low cost country
- Microchip
+ seringue: 3 to 6 Euros
- Implementation fees: 10 to 30 Euros or
less if made together with vaccination or
passport
- Registration in a local database: about 5
Euros (The Only new cost for exporting
breeders)

REALISTIC
- Regulation 92/65 CEE (TRACES) is not
applied for most commercial movements:
admin and cost burden
- Identification procedures are already
known and accepted
- registration would be the only additionnal
obligation: simple and cheap
