FI RST CALL FOR PAPERS I EEE T EN CON 2012 is the premier international technical conference of I EEE Region 10 (R10), the Asia P acific Region. T he I EEE R10 consists of 57 Sections, 6 Councils, 21 Sub-sections, 583 student branches and over 500 Chapters. With a membership of 73,000, it is one of the largest regions in the I EEE. T EN CON , held annually since 1980, provides an important forum for researchers and engineers from industr y, and professors and graduat e students from t he academia to net work and to discuss new ideas and development in emerging areas of elect rical and electronic engineering, comput ers science and relat ed topics. Prospective authors are invit ed to submit original technical papers for presentation at the c onference and publication in the conference proceedings.
T EN CON 2012 will be held in the hist oric island of Cebu, Philippines from November 19-22, 2012. T he conference will feature plenar y and invit ed talks by eminent scientists and engineers, tutorials, paper presentations, poster sessions and industrial exhibits. I nvited speakers shall discuss the latest developments on advancing technology for humanity – a major theme of the I EEE.

ABOUT CEBU
• Already a prosperous settlement before the Spaniards came in 1521.
• On April 14, 1521, 800 natives were baptized during the first Mass in Cebu • Thirteen days later, Ferdinand Magellan died in the battle against Lapu-Lapu in Mactan, an island off the coast of Cebu.
• On January 1, 1571, the present city of Cebu was founded • Province of Cebu was created on March 10, 1917.
