MARITIME TRANSPORT
STRATEGY 2009-2018:
Introduction
For Europe, shipping has been one of the key
stepping stones to economic growth
and prosperity throughout its history. Maritime
transport services are essential in
helping the European economy and European
companies to compete globally.
Moreover, shipping and all related maritime
industries are an important source of
revenues and jobs in Europe.

LONG TERM OBJECTIVE: ZERO WASTE & ZERO
EMISSIONS
GREENHOUSE GASES: IMO/UNFCC
SHORE ELECTRICITY: TAX EXEMPTIONS
MARPOL ANNEX VI TO BE IMPLEMENTED. AVOID
MODAL SHIFT BACK FROM SEA TO LAND (0,1 %
IN ECAs AS FROM 2015)
MARPOL ANNEX VI
OUTCOME OF IMO/ MEPC - ECSA
SULPHUR OXIDE (SOX)
SOX. AFTER INTENSE NEGOTIATION, UNANIMOUS AGREEMENT FOR
THE FOLLOWING LIMITS, ON THE DATE SHOWN:

2010 – EMISSION CONTROL AREA (ECA) LIMIT REDUCED TO 1%

2012 – GLOBAL LIMIT REDUCED TO 3.5%

2015 – ECA LIMIT REDUCED TO 0.1%
2020 – GLOBAL LIMIT TO 0.5% BUT A REVIEW IN 2018 (WITH THE
AUTHORITY TO DELAY IMPLEMENTATION) WILL DETERMINE IF THIS IS
ACHIEVABLE.

2025 – GLOBAL LIMIT TO 0.5% NOTWITHSTANDING THE RESULT OF
THE 2018 REVIEW.

COMPLIANCE CAN BE ACHIEVED BY ALTERNATIVE FUELS OR
ABATEMENT EQUIPMENT.
MARPOL ANNEX VI
OUTCOME OF IMO/ MEPC - ECSA
ECSA WELCOMES THIS GLOBAL AGREEMENT BUT:
DRAWS ATTENTION TO THE POTENTIAL DANGER
OF SHIFTING CARGO FROM SEA TO ROAD
THROUGH THE 0,1% SULPHUR IN THE ECAs IN
2015
 SERIOUSLY ENDANGERS MODAL SHIFT FROM LAND
TO SEA -> RISK OF PARALYSING INTRA EU
TRANSPORT

A VARIETY OF ACTIONS UNDER
CONSIDERATION (AND APPLIED) – ECSA (2)
LEGISLATIVE OPTIONS
 DIFFERENTIATION IN HARBOUR DUES: Existing. Caution
on distortion of competition, redistribution of charges
and commercial character of ports and port charges
 CO2 INDEXING: Issue for IMO
 INCLUSION OF MARITIME TRANSPORT IN A GLOBAL
EMISSION SCHEME: ECSA Expert Group studying it. Much
more complex than thought. Added value questioned by
some.
