On this call, we will:
1. Explain Compass end-of-year process
2. Review curriculum selection and EAGLE development

Compass End-of-Year Process
As Louisiana moves to higher standards, the Louisiana Department of Education is
committed to ensuring teachers have the time they need to learn the standards. As
such, this school year the LDOE will not be producing value-added data. Instead the
Department will produce transitional growth data.
•Transitional student growth data provides school leaders and teachers with
information about the extent to which students met, exceeded, or fell short of their
expected performance on state tests.
•It assesses student performance based on students’ unique characteristics, such as
prior year achievement or achievement on state tests, attendance, discipline,
free/reduced price lunch status, special education status, Section 504 status,
limited English proficiency status, and gifted status.
In order to share transitional growth data, teachers and school leaders should verify
rosters during the next two weeks. Information on how to complete roster
verification can be found here.

LEA 1’s educators are held to relatively high expectations: student growth is among the highest in the
state, yet teacher evaluations create room for continued improvement.
LEA 2’s educators are held to high expectations: student proficiency is among the highest in the state,
educators continue to make progress, and yet evaluations create room for improvement.
LEA 3’s educators are held to relatively low expectations: student proficiency and growth are low yet
evaluation ratings are among the highest in the state.

Field Test Focus Group Feedback
During the PBA Field Test window over 24,000 students completed the field test with no
systemic issues. Between the PBA and EOY windows over 100 district leaders came together
to provide feedback on that first window.
Successes:
• Hands on Trainings, call in times, and the LDOE hotline were useful in preparing for and
administering the online assessments.
• Districts were able to administer the assessments without major technology issues.
Areas to Improve:
• Real time communication with other districts and LDOE
• Better test administrator and coordinator manuals
• More opportunities for students to practice on the platform and with the embedded tools

•

September Dry Run
In September 2014, districts will be participating in a Dry Run to test preparedness
for the Spring 2015 operational assessments.
•Districts are assigned a date for their trial according to internet service provider in
order to effectively test both the school’s, district’s and ISP’s network.
•The Dry Run results will inform and be a part of the paper/online assessment
waiver process.
•Based on the results of the Dry Run as well as related information, districts will be
able to apply for school level waivers for:
• Grades 5-8 that are not tech-ready for online assessment to test on paper
• Grades 3-4 that may already be tech-ready and wish to test online instead of on paper

Unified Application: Overview
LDOE has released the Unified Application for 2014-15 school year.
What is the Unified Application? The consolidation of 30+ grant
applications into one application process.
The Unified Application will allow districts to consider:
1. What is most important for my districts to finance/purchase in
order to increase student achievement?
2. How can I use all of these grants in a coordinated way to
finance/purchase these high priority items?
Unified Application: New Programs
LDOE added the following grant programs to the Unified
Application for the 2014-15 school year:
• 21st Century Learning Communities
• Believe and Succeed
• Educator Excellence Fund (EEF)
• LA4
• Math and Science Partnerships
• SPDG
All programs that were included in the Unified Applications for 13-14
